WHO recommendations on digital certificates of vaccination against COVID-19

The World Health Organization does not support the requirement of proof of vaccination against COVID-19 at the time of travel, however, it recognizes the risk assessment of each country when receiving foreign visitors.

On August 27, the WHO published the "Digital documentation of COVID-19 certificates: vaccination status: technical specifications and implementation guide". This is a guidance document for countries on technical requirements in the implementation and development of certified digital vaccination systems.

Vaccination certificates are widely used documents that verify and record vaccination in users. However, vaccination against COVID-19 represents an innovation in this type of documentation, as it migrates to the digital sector.

InThe Chronic Disease Information System has been implemented in the European Union have adopted the COVID Digital Certificate, an approved system for verifying vaccination in people traveling between European countries.

The WHO explains that digital certificates can be used in the same way as paper vaccination records. This is to "provide information to health care providers about people's vaccination status, providing a basis for health workers to offer subsequent dosing and/or appropriate health services as appropriate."

In the implementation guide for these systems, the WHO provides information to support member states in adopting this type of tool to document and record the status of vaccination days against COVID-19 in the countries.
