On December 9, the ministerial resolution on the National Telehealth Plan and the Minister of Health in Peru was published, in order to contribute to improving the population's access to health services in Peru, through the use of information and communication technologies.
The Ministry of Health of Peru (Minsa) approved the National Telehealth Plan 2020-2023, to contribute to the development of the public health system and promote access to technologies at the service of the population's health.
The document of the Ministerial Resolution N° 1010-2020/MINSA mentions that Article 103 of the Regulation of Organization and Functions of the Ministry of Health, establishes that the General Direction of Telehealth, Reference and Emergencies, is the line organ of the Ministry of Health, dependent on the Vice-Ministry of Health Benefits and Assurance, responsible for formulating and implementing the policy of telehealth in the Health Sector, in addition to implementing technological infrastructure based on interoperability for the articulation of the telehealth services through the use of information and communication technologies (ICT).
The National Telehealth Plan presents a project that focuses on offering better quality health services and achieving a greater range of technology. Liliana Má Cárdenas, general director of the General Directorate of Telehealth, Reference and Emergencies, highlighted the importance of this the first National Plan of Telehealth that is aligned with the Integrated Health Networks.
The plan contemplates the creation of standards for telemedicine practices; therefore, the intention is to create clinical guidelines and clinical management instruments, to guide strategies on the same objectives at a national level. Another of the actions proposed by the Ministry of Health is to include tele-health subjects in the higher education curriculum in institutions that train health professionals.
The plan was developed by a commission that included the directors of the General Directorate of Telehealth, Reference and Emergency, General Directorate of Insurance and Benefit Exchange, General Directorate of Health Operations, General Directorate of Health Personnel, General Office of Information Technology, and General Office of Planning, Budget and Modernization of the Ministry of Health.
