Through a draft resolution focused on telehealth and telemedicine, published on the official website of the Colombian Ministry of Health, citizens analyzed and issued judgments and opinions. The goal was to boost the health service within the country with the collaboration of digital media and technology to achieve greater efficiency.
The The Ministry of Health and Social Protection of Colombia (MinSalud) implemented telehealth and telemedicine as parameters to strengthen and modify the structures in which health services are developed and operated in the country, in order to promote improvements in the quality of life of citizens.
In this regard, the Ministry published on its website the draft resolution so that the Colombian population could have their opinions and send observations. Citizens had the opportunity to comment until August 15, 2019.
The project is based on the 2018-2022 Development Plan, "Pact for Colombia, Pact for Equity", which aims to provide alternative mechanisms and tools that provide quality information to users and make better decisions regarding their medical situation.
Colombia's Minister of Health and Social Protection, Juan Pablo Uribe Restrepo, said that he "will promote the modernization of the management of service delivery through advances in the interoperability of information systems and improvements in connectivity in the secluded territories, in articulation with MinTIC guidelines (promoting telehealth programs, interoperable electronic medical history , electronic invoice and other appropriations of ICTs) and within the framework of Digital Citizen Services."

- The objectives of telehealth: to improve access, resolution, continuity and to impact the quality of clinical care, public health and health education, through the use of information and communications technologies. Activities that differentiate it from telemedicine, medical boards, health teleorientation, remote support; and what the conditions for communication between health personnel and users through technological platforms for telehealth activities should be like.
- The objectives, activities and categories of telemedicine.
- The quality and safety of information, data and health care.
- Telemedicine funding.
- The practice of telemedicine by foreign institutions.
- The model of attention in the telemedicine modality.
In addition, it is emphasized that the provisions contained in the document apply to Health Service Providers, Benefit Plan Administrator Entities, Secretariats, Institutes, Directorates and Departmental and District Administrative Units of Health, as well as to the National Superintendency of Health and health professionals registered with RETHUS.
Telemedicine and Telehealth are unified to increase quality in clinical care and benefit access to public health through ICT. Users will be able to have individual security, financial advice, the possibility of receiving attention throughout the region and at any time through digital platforms.
