First day of the International Seminar Digitization and interoperability of the electronic medical record in the Mexican Senate

The Senate of Mexico held the International Seminar Digitization and interoperability of the electronic clinical file from November 17 to 19.

The Health Commission of the Senate of the Republic, through Senator Cora Cecilia Pinedo, secretary of the board of directors and member of said commission, organized the International Seminar: "Digitalization and interoperability of the electronic clinical file, a necessary step for the universalization of the health system”.

The event was held virtually from November 17 to 19 and featured international and national specialists in interoperability and application of the electronic medical record (ECE) or electronic medical record (EHR).

The first panelist of the international seminar was Luis Tejerina, leading specialist in the Social Protection and Health Division of the Inter-American Development Bank (IDB). In his presentation, Tejerina explained the benefits of the EHR.

He also explained that in health ecosystems in the United States, a distinction is made between Electronic Medical Records and EHRs, the former being the digital version of paper records, while the latter allows access to information by all professionals involved in the patient's health.

In Latin America, the ECE or EHR are named in different ways, in Argentina, for example, they are called computerized medical records; in Costa Rica, single digital health record; while in Colombia and Mexico they use the terms HCE and ECE, respectively.

On the other hand, Tejerina showed various examples of successful cases of EHR application in Uruguay at the national level and in Bahia, Brazil.

In addition, he highlighted the six dimensions in which the IDB works when implementing this type of strategy:

  • Knowledge management and public health: Decision making, communication process and creation of multidisciplinary teams.
  • Infrastructure: On centralized, decentralized or hybrid systems.
  • Infostructure: Interoperability, cybersecurity, among others.
  • Health Applications.
  • People and Culture: Organizational structure and change management.
