ESAN University organized the Forum for Digital Health Reform and Transformation event in Peru, which took place virtually on August 21.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The objective of this event was for participants to learn about the advances in digital transformation in health in Peru and Latin America, and thus generate discussion spaces on its application for the reform of the management and delivery of health services in the country.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Recently, due of the health emergency in Peru by the COVID-19 pandemic, reforms and decrees<\/a> have been presented to promote the use of Digital Health tools such as remote consultations and electronic prescriptions, nationally.<\/p>

The pandemic accelerated processes that the government had contemplated for 2021, within the \" Agenda Bicentenario 2021\", which includes 21 commitments grouped into five categories: Integral, Competitive, Close, Reliable and Innovative<\/strong> and in this way manage to reform the digital system throughout the country, seeking to generate economic development and improve the quality of life of Peruvians.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In this context, the forum agenda contemplated the development of the following topics:<\/p>

  1. Digital Transformation in Health in Latin America<\/strong>, presented by Luis Tejerina who serves as a leading specialist in the Division of Social Protection and Health of the Inter-American Development Bank (IDB).<\/li>
  2. Peru: Digital Agenda to the Bicentennial. <\/strong>Presented by the Secretary of Digital Government of the Presidency of the Council of Ministers of Peru, Marushka Chocobar Reyes.<\/li>
  3. The Digital Transformation in Health from a private perspective<\/strong>, which had as speaker Dr. Alfredo Guerreros, Corporate Medical Director of the Cl\u00ednica Internacional at Lima.\u00a0<\/strong>Corporate Medical Director of the International Clinic of Lima.<\/li>
  4. Rectory in Health including eHealth\/Digital Health.<\/strong>With the participation of Liliana Frida M\u00e1 C\u00e1rdenas, who serves as Director General of the Directorate General of Telehealth of the Ministry of Health.<\/li>
  5. Role of the Academy in the Reform and Digital Transformation of the Peruvian health sector.<\/strong>\u00a0Presented by Ernesto Gozzer Infante, who currently serves as Professor at the Universidad Peruana Cayetano Heredia, and was previously director of the National Institute of Health.<\/li><\/ol>

    As part of his presentation Tejerina explained the importance of taking advantage of the efforts that have been made to achieve digital reform in Peru: \u201cIf we decide to make a leap towards digital transformation, we have to do it right. Other than that, we could have a lot of resources invested and wasted,\u201d he added that these kinds of reforms represent direct benefits for the population: \u201cthere is plenty of evidence that digital transformation can lead to improvements in the quality of health care services and their efficiency.\u201d<\/p>

    Tejerina also recognized the collaborative work within the strategies for digital reform: \u201cWhen we talk about strategies, one begins to see a scheme that takes on a matrix form.\u201d Strategies include the Ministries of Innovation and Technology and the Ministry of Health: \u201cThere must be a balance between the two agendas. But it is important that we keep in mind that the end of all this is to have results in health services. Technology needs to support citizens' health, reduce mortality, improve people's health,\u201d he concluded.<\/p>

    On the other hand, the Secretary of Digital Government, Marushka Chocobar recognized that 47% of the population in Peru does not have internet access, which is included in the aforementioned agenda. She mentioned that the government must \u201cdeploy the digital infrastructure needed to ensure the scalability and availability of the state's cross-cutting digital services and platforms.\u201d<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

    La Universidad ESAN organiz\u00f3 el evento Foro Reforma y Transformaci\u00f3n Digital de la Salud en Per\u00fa, el cual se desarroll\u00f3 de manera virtual el 21 de agosto. El objetivo del evento fue que los participantes conocieran sobre los avances de la transformaci\u00f3n digital en salud en Per\u00fa y Latinoam\u00e9rica, y as\u00ed generar espacios de discusi\u00f3n sobre su aplicaci\u00f3n para la reforma de la gesti\u00f3n y la prestaci\u00f3n de los servicios de salud en el pa\u00eds. Recientemente, ante la situaci\u00f3n de emergencia sanitaria que se vive en Per\u00fa por la pandemia COVID-19, se han presentado reformas y decretos que promueven la utilizaci\u00f3n de herramientas de Salud Digital como las consultas remotas y las recetas electr\u00f3nicas, a nivel nacional. La pandemia lleg\u00f3 a acelerar procesos que el gobierno ten\u00eda contemplados para el 2021, dentro de la \u201cAgenda Bicentenario 2021\u201d, que incluye 21 compromisos agrupados en cinco categor\u00edas: Per\u00fa \u00cdntegro, Per\u00fa Competitivo, Per\u00fa Cercano, Per\u00fa Confiable y Per\u00fa Innovador y de esta forma lograr reformar el sistema digital en todo el pa\u00eds, buscando generar desarrollo econ\u00f3mico y mejorar la calidad de vida de los peruanos. Bajo este contexto, la agenda del foro, contempl\u00f3 el desarrollo de los siguientes temas: Transformaci\u00f3n Digital en Salud en Latino-Am\u00e9rica, presentado por Luis Tejerina quien se desempe\u00f1a como especialista l\u00edder en la Divisi\u00f3n de Protecci\u00f3n Social y Salud del Banco Interamericano de Desarrollo (BID). Per\u00fa: Agenda Digital al Bicentenario. Presentado por la\u00a0Secretaria de Gobierno Digital de la Presidencia de Consejo de Ministros de Per\u00fa, Marushka Chocobar Reyes. La Transformaci\u00f3n digital en salud desde la perspectiva privada, que tuvo como ponente al Dr.\u00a0Alfredo Guerreros,\u00a0Director M\u00e9dico Corporativo de la Cl\u00ednica Internacional de Lima. Rector\u00eda en Salud incluyendo eSalud\/Salud Digital. \u00a0Con la participaci\u00f3n de Liliana Frida M\u00e1 C\u00e1rdenas, que funge como Directora General de la Direcci\u00f3n General de Telesalud del Ministerio de Salud. Rol de la Academia en la Reforma y la Transformaci\u00f3n Digital del sector salud peruano.\u00a0Presentado por Ernesto Gozzer Infante, quien actualmente se desempe\u00f1a como Profesor de la Universidad Peruana Cayetano Heredia, y anteriormente fue director del Instituto Nacional de Salud. Dentro de su exposici\u00f3n Tejerina explic\u00f3 la importancia de aprovechar los esfuerzos que se han hecho para lograr una reforma digital en Per\u00fa: \u201cSi decidimos dar un salto hacia la transformaci\u00f3n digital, tenemos que hacerlo bien. De no ser as\u00ed, podr\u00edamos quedarnos con una gran cantidad de recursos invertidos y desperdiciados\u201d, agreg\u00f3 que este tipo de reformas representa beneficios directos para la poblaci\u00f3n: \u201chay bastante evidencia de que la transformaci\u00f3n digital puede generar mejoras en la calidad de prestaciones de servicios de salud y en su eficiencia\u201d. Tejerina tambi\u00e9n reconoci\u00f3 el trabajo conjunto dentro de las estrategias realizadas para la reforma digital: \u201cCuando hablamos de las estrategias, uno comienza a ver un esquema que toma una forma matricial\u201d. Las estrategias incluyen a Los Ministerios de Innovaci\u00f3n y Tecnolog\u00eda y al Ministerios de Salud: \u201cDebe haber un equilibrio entre ambas agendas. Pero es importante que tengamos en cuenta que el fin de todo esto es tener resultados en los servicios de salud. La tecnolog\u00eda tiene que apoyar a la salud de los ciudadanos, reducir mortalidades, mejorar la salud de la poblaci\u00f3n\u201d concluy\u00f3. Por otra parte, la secretaria de Gobierno Digital, Marushka Chocobar reconoci\u00f3 que a\u00fan el 47% de la poblaci\u00f3n en Per\u00fa no cuenta con acceso a internet, tema que se incluye en la agenda anteriormente mencionada. Mencion\u00f3 que el gobierno debe \u201cdesplegar la infraestructura digital necesaria para garantizar la escalabilidad y disponibilidad de los servicios y plataformas digitales transversales del Estado\u201d.
