In response to COVID-19 contagions, from the beginning of the health emergency the Government of the province of Buenos Aires implemented the Central Telemedicine Centers (CeTeC)<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

CeTeCs are support centers set up by the province's Ministry of Health for the early detection of infections with the new coronavirus (SARS-CoV-2). From April to the first week of September, they have enabled 15 CeTeC units mainly in universities throughout the province, such as in Avellaneda, Almirante Brown, Zamora or Mar del Plata in the Sanitary Regions V, VI, VII, and XI.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In April, the first CeTeC was opened, and until 9 September more than 30,000 contacts have been made over the phone for monitoring possible cases and finding possible infections. This first center was enabled in a hall of the facilities of the Ministry of Health in the city of La Plata and has about 160 volunteers.<\/p>

CeTeCs involve volunteers from several university careers, such as nursing, psychology, medicine, social work, among others, who conduct a remote consultation with patients with possible COVID-19 infection, record symptoms and information about chronic diseases to determine if they are part of a risk group.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

They are also explained isolation measures to prevent the spread of the virus and provide them with telephone accompaniment during their isolation period. Subsequently, professionals communicate to patients they comply with symptomatology to undergo a test and give them the corresponding indications. On the other hand, if you are a high-risk patient, medical care and calling an ambulance is suggested.<\/p>

In addition, they perform a contact trace to determine those who were in close contact with positive cases of COVID-19. Subsequently, when identified, they perform telephone monitoring for 14 days, to detect possible positive cases and cut the contagion chain.<\/p>

According to data from T\u00e9lam (The National News Agency of Argentina), 25% of the cases confirmed daily in the province of Buenos Aires, were detected through a virtual consultation with a professional of La Plata\u2019s CeTeC or some other headquarters in the different Health Regions. The Province of Buenos Aires accounts for almost 40% of Argentina's total population, so it was important to act effectively for the timely detection of contagions and to prevent mass spreads in different cities.<\/p>

One of the last open centers was the National University of Mar del Plata (Unmdp), and its Higher School of Medicine. In this headquarters there are more than 120 volunteers from various races. This headquarters has the capacity to make 400 calls a day. The last of the centers, number 15, was located at the Lomas de Zamora National University (UNLdZ) where students also participate, which favors their professional development.<\/p>

On the other hand, in Mor\u00f3n, they combined two computer plants for the creation of a single map of the situation of COVID-19 in that party, the CeTeC and the Municipal Center for Operations and Monitoring, where the centralized control panel operates. This unit was enabled at the Dr. Jorge Salinas Primary Health Care Center in Castelar and 60 operators work.<\/p>

En respuesta a los contagios de COVID-19, desde el inicio de la emergencia sanitaria el Gobierno de la provincia de Buenos Aires implement\u00f3 los Centros de Telemedicina Central (CeTeC) Los CeTeC son centros de apoyo creados por el Ministerio de Salud de la provincia, para la detecci\u00f3n temprana de infecciones por el nuevo coronavirus (SARS-CoV-2). Desde abril hasta la primera semana de septiembre, han habilitado 15 unidades CeTeC principalmente en universidades a lo largo de la provincia, como en Avellaneda, Almirante Brown, Zamora o Mar del Plata en las Regiones Sanitarias V, VI, VII, y XI. En abril, fue abierto el primer CeTeC, y hasta el 9 de septiembre han realizado m\u00e1s de 30 mil contactos v\u00eda telef\u00f3nica para el monitoreo de posibles casos y la b\u00fasqueda de posibles contagios. Este primer centro fue habilitado en un sal\u00f3n de las instalaciones del Ministerio de Salud en la ciudad de La Plata y cuenta con alrededor de 160 voluntarios. En los CeTeC participan voluntarios de diversas carreras universitarias, como enfermer\u00eda, psicolog\u00eda, medicina, trabajo social, entre otras, quienes realizan una consulta a distancia con los pacientes con posible infecci\u00f3n por COVID-19, registran s\u00edntomas e informaci\u00f3n sobre enfermedades cr\u00f3nicas para determinar si forman parte de un grupo de riesgo. De igual forma se les explican las medidas de aislamiento para evitar la propagaci\u00f3n del virus y les brindan acompa\u00f1amiento telef\u00f3nico durante su periodo de aislamiento. Posteriormente, los profesionales comunican a los pacientes cumplen con la sintomatolog\u00eda para someterse a una prueba y les dan las indicaciones correspondientes. Por otra parte, si se trata de un paciente de riesgo alto, se sugiere la atenci\u00f3n m\u00e9dica y llamar a una ambulancia. Adicionalmente, realizan un rastreo de contactos para determinar aquellas personas que estuvieron en contacto estrecho con casos positivos de COVID-19. Posteriormente al ser identificados, realizan monitoreos por tel\u00e9fono durante 14 d\u00edas, para detectar posibles casos positivos y cortar la cadena de contagio. Seg\u00fan datos de T\u00e9lam (La Agencia Nacional de Noticias de Argentina), el 25% de los casos confirmados diariamente en la provincia de Buenos Aires, fueron detectados a trav\u00e9s una consulta virtual con un profesional del CeTeC de La Plata o de alguna otra sede en las distintas Regiones Sanitarias. La Provincia de Buenos Aires representa casi el 40% de la poblaci\u00f3n total de Argentina, por lo que fue importante actuar de manera efectiva para la detecci\u00f3n oportuna de contagios y evitar propagaciones masivas en las distintas ciudades. Uno de los \u00faltimos centros abiertos fue el de la Universidad Nacional de Mar del Plata (Unmdp), y su Escuela Superior de Medicina. En esta sede hay m\u00e1s de 120 voluntarios de diversas carreras. Esta sede tiene la capacidad de realizar 400 llamadas diarias. El \u00faltimo de los centros, el numero 15, fue ubicado en la Universidad Nacional Lomas de Zamora (UNLdZ) donde tambi\u00e9n participan estudiantes, lo cual favorece a su desarrollo profesional. Por otra parte, en Mor\u00f3n, combinaron dos centrales inform\u00e1ticas para la creaci\u00f3n de un \u00fanico mapa de la situaci\u00f3n de COVID-19 en dicho partido, el CeTeC y el Centro Municipal de Operaciones y Monitoreo, donde funciona el panel de control centralizado. Esta unidad fue habilitada en el Centro de Atenci\u00f3n Primaria a la Salud Dr. Jorge Salinas de Castelar y trabajan 60 operadores. As\u00ed es como la respuesta para el contener los contagios de COVID-19 en la provincia de Buenos Aires involucr\u00f3 al gobierno provincial, gobiernos municipales y universidades especialmente los voluntarios y estudiantes.
