The webinar organized by HIMSS and the Ministry of Health of Argentina addressed issues related to the management of the pandemic and the digital health agenda in Argentina.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Fernando N\u00fa\u00f1ez as part of the Ministry of Health presented the strategic line of the Federal Digital Health Plan<\/strong>, which includes the following aspects:New legal framework<\/strong> for the adoption of new technologies in health care processes, training of professionals<\/strong> professionals in health informatics; Connectivity and Electronic Clinical History<\/strong> (HCE) resource management in all health centers, including vaccines, prescriptions, and healthcare tools, timely and complete registration to simplify through interoperable information systems, epidemiological and statistical data<\/strong>, health equipment with technological tools to facilitate timely communication, secure and protected information with privacy standards on telemedicine platforms, mobile applications, shift management, etc.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Argentina has since 2018 an initial strategy in Digital Health, which gave rise to the National Digital Health Network<\/strong>, and the National Telehealth Plan<\/strong>. This year recently in Congress, laws regulating the use of electronic medical prescriptions and the use of telemedicine have been amended. The Federal Plan provides that 2022 and 2024, 80% of health facilities are covered by the National Digital Health Network and the National Telehealth Plan, in addition to achieving HCE certification for use throughout the country.<\/p>

One of the main challenges of this strategy, specifically in the case of the HCE and digital platforms, is the difference in jurisdictions, since not all have their own system, that is why open source tools have been developed so that different jurisdictions within the provinces can adapt it to their needs.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

On the other hand, another of the topics presented in the webinar was the Agenda on Health by the government of the province of Buenos Aires. Province where its strategy is to design and implement an Integral Health Information Network, which favors the registration of structured information through SNOMED CT (Systematized Nomenclature of Medicine - Clinical Terms) in addition to offering an HCE solution that follows interoperability standards.<\/p>

Finally, through HIMSS and the Government of the City of Buenos Aires, Anal\u00eda Baum, of the direction of Health Information Systems, told the experience in the Argentine capital on the Digital Health strategy and the management of the pandemic, in which the MINSA of that city, devised a program for the management of COVID-19 cases, as well as a telecare program to provide remote medical care. Among other actions that coincide with the Federal Digital Health Plan.<\/p>

En el webinar organizado por HIMSS y el Ministerio de Salud de Argentina se abordaron temas en relaci\u00f3n al manejo de la pandemia y la agenda de salud digital en Argentina. El Ing. Fernando N\u00fa\u00f1ez como parte del Ministerio de Salud expuso la N\u00fa\u00f1ez l\u00ednea estrat\u00e9gica del Plan Federal de Salud Digital, que incluye los siguientes aspectos: Nuevo Marco legal para la adopci\u00f3n de nuevas tecnolog\u00edas en procesos de atenci\u00f3n de la salud, formaci\u00f3n de profesionales en inform\u00e1tica en salud; gesti\u00f3n de recursos conectividad e Historia Cl\u00ednica Electr\u00f3nica (HCE) en todos los centros de salud, incluyendo vacunas, prescripciones, y herramientas para el cuidado de la salud, registro oportuno y completos para simplificar mediante sistemas de informaci\u00f3n interoperables, datos epidemiol\u00f3gicos y estad\u00edsticos, equipos de salud con herramientas tecnol\u00f3gicas para facilitar la comunicaci\u00f3n oportuna, informaci\u00f3n segura y protegida con est\u00e1ndares de privacidad en plataformas de telemedicina, aplicaciones m\u00f3viles,  gesti\u00f3n de turnos, etc. Argentina cuenta desde el 2018 con una estrategia inicial en Salud Digital, la cual dio origen a la Red Nacional de Salud Digital, y el Plan Nacional de Telesalud. Este a\u00f1o recientemente en el Congreso se han modificado leyes que regulan el uso de prescripciones m\u00e9dicas electr\u00f3nicas y el uso de telemedicina.  El Plan Federal contempla que 2022 y 2024, el 80% de los establecimientos de salud este cubierto por la Red Nacional de Salud Digital y el Plan Nacional de Telesalud, adem\u00e1s de lograr la certificaci\u00f3n de HCE para su utilizaci\u00f3n en todo el pa\u00eds. Uno de los principales retos de esta estrategia, concretamente en el caso del HCE y las plataformas digitales, es la diferencia en las jurisdicciones, ya que no todas cuentan con un sistema propio, es por ello que se han desarrollado herramientas de c\u00f3digo abierto para que las distintas jurisdicciones dentro de las provincias puedan adaptarlo a sus necesidades. Por otra parte, otro de los temas expuestos en el webinar fue la Agenda en Salud por parte del gobierno de la provincia de Buenos Aires.  Provincia en donde su estrategia consiste en dise\u00f1ar e implementar un Red Integral de Informaci\u00f3n en Salud, que favorezca el registro de informaci\u00f3n estructurada mediante SNOMED CT (Systematized Nomenclature of Medicine – Clinical Terms) adem\u00e1s de ofrecer una soluci\u00f3n de HCE que siga est\u00e1ndares de interoperabilidad. Finalmente, a trav\u00e9s del HIMSS y el Gobierno de la Ciudad de Buenos Aires, Anal\u00eda Baum, de la direcci\u00f3n de Sistemas de Informaci\u00f3n Sanitaria, cont\u00f3 la experiencia en la capital argentina sobre la estrategia de Salud Digital y el manejo de la pandemia, en la que el MINSA de esa ciudad, ide\u00f3 un programa para la gesti\u00f3n de casos COVID-19, as\u00ed como un programa de teleasistencia para brindar atenci\u00f3n m\u00e9dica remota.
