78% of the Basic Health Units (UBS) in Brazil have electronic patient registration systems, higher than the 2018 figure by 9 percentage points.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Despite the encouraging figures, in Brazil 9% of UBS still do not have computer equipment in their facilities and 18% have no internet connection, this according to the ICT study Sa\u00fade 2019 recently published by the Internet Steering Committee in Brazil (CGI) in collaboration with the Regional Center for Studies for the Development of the Information Society (Cetic) and the Center of Information and Coordination of Ponto (NIC).<\/p>

This is the seventh annual report published by the NIC, each year two reports are published one that specializes in data on health facilities and the other that focuses on health personnel. In the first, entitled ICT Sa\u00fade 2019 Estabelecimentos<\/em> the data are divided into three sections that measure different aspects on technical infrastructure issues, or services offered:<\/p>

A - ICT infrastructure and IT management.<\/p>

B - Electronic Health Registration and Information Exchange.<\/p>

C - Services offered to the patient and telehealth.<\/p>

Within Category A, it is noted that only 14% of public hospitals have a specialized area in Information Technologies for 38% of private hospitals, however, it is noteworthy that 96% of hospitals have fixed broadband internet access, internet access in public and private sector hospitals is almost covered at almost 100% , including health centers that do not have hospital beds.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

However, the most relevant data within the study are in category B, in the first question, which refers to the application of electronic patient registration systems, the results showed that 74% of public hospitals have such systems, even in the southern region of Brazil there is a higher percentage of hospitals that maintain an electronic record of their patients , with 90%.<\/p>

Despite great progress, there is a large room for improvement in hospital electronic registration systems, only 25% of public hospitals have an interoperability electronic system, which represents a rapid advance since in 2012 only 5% of hospitals had electronic registration systems. In addition, THE HIMSS check is divided from levels 0 to 8, and is up to level 6 when interoperability is taken into account, so in some years hospitals that are currently below 6 may raise their level of certification.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Finally, in Category C, which measures the services provided in telehealth and the type of services, it yielded important results in the adoption of such systems throughout the country. Although 73% of hospitals in Brazil do not participate in telehealth networks, at least four telehealth networks, linked to public universities and the National Network of Education and Research, are also registered with state telehealth networks and federal Telehealth programs.<\/p>

The advancement in ICT and use of internet, telemedicine and electronic patient registration in hospitals and health systems in Brazil was positive in 2019, and surely in the 2020 report will show another important breakthrough. Amid the pandemic and Brazil as the second country with the highest number of contagions and deaths, it has made cities and departments advance the implementation of telemedicine networks and Digital Health projects, as seen in the city of Rio<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

El 78% de las Unidades B\u00e1sicas de Salud (UBS) en Brasil cuentan con sistemas de registro electr\u00f3nico de pacientes, superior a la cifra del 2018 por 9 puntos porcentuales. A pesar de las cifras alentadoras, en Brasil todav\u00eda el 9% de las UBS no cuentan con equipos de c\u00f3mputo en sus instalaciones y el 18% no tienen conexi\u00f3n a internet, esto seg\u00fan el estudio TIC Sa\u00fade 2019 reci\u00e9n publicado por el Comit\u00e9 Directivo de Internet en Brasil (CGI) en colaboraci\u00f3n con el Centro Regional de Estudios para el Desarrollo de la Sociedad de la Informaci\u00f3n (Cetic) y el Centr\u00f3 de Informaci\u00f3n y Coordinaci\u00f3n de Ponto (NIC). Este es el s\u00e9ptimo informe anual publicado por el NIC, cada a\u00f1o se publican dos informes uno que se especializa en datos sobre los establecimientos de salud y el otro que se enfoca en el personal de salud. En el primero, titulado TIC Sa\u00fade 2019 Estabelecimentos los datos son divididos en tres secciones que miden distintos aspectos sobre cuestiones de infraestructura t\u00e9cnica, o servicios ofrecidos: A – Infraestructura en TIC y gesti\u00f3n de TI. B – Registro Electr\u00f3nico en Salud e intercambio de informaci\u00f3n. C – Servicios ofrecidos al paciente y telesalud. Dentro de la Categor\u00eda A, resalta que solamente 14% de los hospitales p\u00fablicos tienen un \u00e1rea especializada en Tecnolog\u00edas de la Informaci\u00f3n por 38% de los hospitales privados, no obstante, es de destacar que el 96% de los hospitales cuenta con conexi\u00f3n a internet por banda ancha fija, el acceso a internet en hospitales del sector p\u00fablico y privado esta casi cubierto al 100%, incluso centros de salud que no cuentan con camas para hospitalizaci\u00f3n. Sin embargo, los datos m\u00e1s relevantes dentro del estudio se encuentran en la categor\u00eda B, en la primera pregunta, que refiere a la aplicaci\u00f3n de sistemas de registro electr\u00f3nico de pacientes, los resultados arrojaron que el 74% de los hospitales p\u00fablicos cuentan con este tipo de sistemas, incluso en la regi\u00f3n sur de Brasil hay un porcentaje superior de hospitales que mantienen un registro electr\u00f3nico de sus pacientes, con 90%. A pesar de los grandes avances, existe un gran margen de mejora en los sistemas de registro electr\u00f3nico de los hospitales, solo el 25% de los hospitales p\u00fablicos cuenta con un sistema electr\u00f3nico con interoperabilidad, lo que representa un avance r\u00e1pido ya que en 2012 apenas el 5% de los hospitales contaban con sistemas de registro electr\u00f3nico. Adem\u00e1s, la verificaci\u00f3n HIMSS se divide niveles del 0 al 8, y es hasta el nivel 6 cuando se toma en cuenta la interoperabilidad, por lo que es posible que en algunos a\u00f1os hospitales que actualmente se encuentran en niveles inferiores al 6, suban su nivel de certificaci\u00f3n. Por \u00faltimo, en la categor\u00eda C, que mide los servicios brindados en telesalud y el tipo de servicios, arroj\u00f3 resultados importantes en la adopci\u00f3n de este tipo de sistemas a lo largo del pa\u00eds. A pesar de que 73% de los hospitales de Brasil no participan en redes de telesalud, se tienen registradas al menos cuatro redes de telesalud, vinculadas a Universidades p\u00fablicas y a la Red Nacional de Educaci\u00f3n e Investigaci\u00f3n, existen tambi\u00e9n redes estatales de telesalud y programas federales de Telesalud. El avance en TIC y uso de internet, telemedicina y registro electr\u00f3nicos de pacientes en los hospitales y sistemas de salud en Brasil fue positivo en 2019, y seguramente en el informe 2020 mostrar\u00e1 otro avance importante. En medio de la pandemia y Brasil como el segundo pa\u00eds con mayor n\u00famero de contagios y defunciones, ha hecho que ciudades y departamentos avancen en la implementaci\u00f3n de redes de telemedicina y proyectos de Salud Digital, como lo hizo la ciudad de R\u00edo.
