Thus, the opportunity to access the necessary details is guaranteed for the user to make the most of the health services offered by his country.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ddbf632 elementor-section-boxed elementor-section-height-default elementor-section-height-default wpr-particle-no wpr-jarallax-no wpr-parallax-no wpr-sticky-section-no Health<\/strong> (MINSA) approved, last July, the <strong>\"Plan for the Implementation of the National Register of Electronic Clinical Records\".<\/strong><\/p><p><strong>\u00a0<\/strong>This document is of great relevance to Peru's public and private sector in health matters as it aims to facilitate, both patients and customers, access to all their complete medical history through a specialized infrastructure for this mission.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-5930e0f elementor-section-boxed elementor-section-height-default elementor-section-height-default wpr-particle-no class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The <strong>The General Office of Information Technologies<\/strong> (OGTI), which is responsible for the innovation and technological development of MINSA, as well as planning, implementing and managing its information systems, was the body that developed this initiative.<\/p><p>It should be noted that they had already had a history since last year with a pilot who started running on a moderate budget.<\/p><p>The use of <strong>Electronic Clinical Records<\/strong> (HCE) is linked to the patient to ensure safety and allow him to obtain it at any time and in any circumstances in which he\/she is located.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Henry Garcia<\/strong>, former director of the <strong>OGTI<\/strong>, clarified that \"it has already advanced with the technological and conceptual design part, the platform architecture was modeled and tested, as well as the base equipment for the pilots\".<\/p><p>The plan is divided into the following 3 phases:<\/p><ul><li><strong>Foundation (2019 - 2021)<\/strong>: where all the necessary bases are consolidated for the next 10 years and which in turn generates:<\/li><\/ul><ol><li style=\"list-style-type: none;\"><ol><li style=\"list-style-type: none;\"><ol><li style=\"list-style-type: none;\"><ol><li>Regulatory instruments (standardization, normativity) necessary for their applicability in any area of the public sector.<\/li><li>Technological Infrastructure (Hardware and Software) indispensable for integration with Electronic Clinical History Information Systems (SIHCE) that are established in any health center.<\/li><li>The eQhali Electronic Clinical History Information System, which can be enjoyed by all local institutions in either of its two modalities: Software as Services (SaaS) for first level of care and PaaS Platform as a Service (PaaS) for the second and third levels of care.<\/li><li>Accreditation of establishments using SIHCE following key points concerning individual and collective public health, as well as Integrated Health Networks (RIS) and the National Telehealth Network.<\/li><\/ol><\/li><\/ol><\/li><\/ol><\/li><\/ol><ul><li><strong>Intermediate (2022 - 2024)<\/strong>: where the first phase will progress and the evaluation of it will also be carried out establishing opportunities to improve; the National Electronic Recipe will also be implemented.<\/li><\/ul><ul><li><strong>Advanced (2025 - 2027):<\/strong> At this stage, it is planned to have a large number of accredited establishments, image storage (PACS), health sector literacy, among other things.<\/li><\/ul><p>On the other hand, the document also mentions the activities necessary for the Institutional Strategic Plan to achieve its objectives through these four components:<\/p><ul><li>Strategic Component: consists of 8 high-level activities for the implementation of the Plan.<\/li><li>Normative component: consists of 12 activities where the technical-regulatory framework is established.<\/li><li>Infrastructure Component: consists of 7 activities, involves the construction of the RENHICE Platform.<\/li><li>Change Management component: consists of 4 activities; this component is key to the development of the Plan; due to the impact it has within the organizational processes.<\/li><\/ul><p>All these regulations aim to provide the HCE for 5% of the population during this year, to 10% of the population by 2020 and reach 30% of the population by 2021.<\/p><p>The RENHICE will be updated and refined according to the conditions of the environment and the technological advances that are being made.<\/p><p>\u00a0<\/p><p>Learn more about the eQhali El Ministerio de Salud (MINSA) aprob\u00f3, en julio pasado, el \u201cPlan de Implementaci\u00f3n del Registro Nacional de Historias Cl\u00ednicas Electr\u00f3nicas\u201d. &nbsp;Este documento es de gran relevancia para el sector p\u00fablico y privado de Per\u00fa en materia de salud ya que tiene la finalidad de facilitar, tanto a los pacientes como a los clientes, el acceso a todo su historial m\u00e9dico completo por medio de una infraestructura especializada para esta misi\u00f3n. La Oficina General de Tecnolog\u00edas de la Informaci\u00f3n (OGTI), que se encarga de la innovaci\u00f3n y el desarrollo tecnol\u00f3gico del MINSA, as\u00ed como planificar, implementar y gestionar sus sistemas de informaci\u00f3n, fue el \u00f3rgano que elabor\u00f3 esta iniciativa. Cabe se\u00f1alar que ya ten\u00edan un antecedente desde el a\u00f1o pasado con un piloto que inici\u00f3 ejecut\u00e1ndose con un presupuesto moderado. El uso de las Historias Cl\u00ednicas Electr\u00f3nicas (HCE) est\u00e1 vinculado con el paciente para garantizarle seguridad y permitirle obtenerlo en cualquier momento y en cualquier circunstancia en la que se encuentre. Henry Garc\u00eda, ex director de la OGTI, aclar\u00f3 que \u201cya se avanz\u00f3 con la parte tecnol\u00f3gica y de dise\u00f1o conceptual, se model\u00f3 y prob\u00f3 la arquitectura de la plataforma, as\u00ed como el equipamiento base para los pilotos\u201d. El plan se divide en las siguientes 3 fases: Fundacional (2019 &#8211; 2021): donde se consolidan todas las bases necesarias para los pr\u00f3ximos 10 a\u00f1os y que a su vez genera: Instrumentos normativos (estandarizaci\u00f3n, normatividad) necesarios para su aplicabilidad en cualquier \u00e1mbito del sector p\u00fablico. Infraestructura Tecnol\u00f3gica (Hardware y Software) indispensable para la integraci\u00f3n con los Sistemas de Informaci\u00f3n de Historias Cl\u00ednicas Electr\u00f3nicas (SIHCE) que se encuentren establecidos en cualquier centro de salud. El Sistema de Informaci\u00f3n de Historia Cl\u00ednica Electr\u00f3nica eQhali, del cual podr\u00e1n gozar todas las instituciones locales en cualquiera de sus dos modalidades: Software como Servicios (SaaS) para primer nivel de atenci\u00f3n y PaaS Plataforma como servicio (PaaS) para el segundo y tercer nivel de atenci\u00f3n. Acreditaci\u00f3n de establecimientos que usen SIHCE siguiendo los puntos clave concernientes a la Salud P\u00fablica individual y colectiva, as\u00ed como las Redes Integradas de Salud (RIS) y la Red Nacional de Telesalud. Intermedia (2022 &#8211; 2024): donde progresar\u00e1 la primera fase y tambi\u00e9n se realizar\u00e1 la evaluaci\u00f3n de la misma estableciendo as\u00ed oportunidades a mejorar; tambi\u00e9n se implementar\u00e1 la Receta Electr\u00f3nica Nacional. Avanzada (2025 &#8211; 2027): en esta fase, se planea tener gran cantidad de establecimientos acreditados, almacenamiento de im\u00e1genes (PACS), alfabetizaci\u00f3n del sector salud, entre otras cosas. Por otro lado, el documento tambi\u00e9n menciona las actividades necesarias para que el Plan Estrat\u00e9gico Institucional llegue a lograr sus objetivos a trav\u00e9s de estos cuatro componentes: Componente Estrat\u00e9gico: consta de 8 actividades de alto nivel para la ejecuci\u00f3n del Plan. Componente Normativo: consta de 12 actividades donde se establece el marco t\u00e9cnico-normativo. Componente de Infraestructura: consta de 7 actividades, involucra la construcci\u00f3n de la Plataforma del RENHICE. Componente Gesti\u00f3n del Cambio: consta de 4 actividades; este componente es clave en el desarrollo del Plan, debido al impacto que tiene dentro de los procesos de organizaci\u00f3n. Todas estas normativas tienen como meta proporcionar el HCE para el 5% de la poblaci\u00f3n durante este a\u00f1o, al 10% de la poblaci\u00f3n para el 2020 y alcanzar al 30% de la poblaci\u00f3n para el a\u00f1o 2021. El RENHICE se ir\u00e1 actualizando y perfeccionando seg\u00fan las condiciones del entorno y los avances tecnol\u00f3gicos que se vayan dando.
