The Committee on Social Action and Health of the Chamber of Deputies of Argentina unanimously approved the use of the electronic prescription to purchase medicines in pharmacies.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The meeting was held remotely through digital platforms and was chaired by Pablo Yedlin holding the commission and the session was attended by Isabel Reinoso, president of the Argentine Pharmaceutical Confederation.<\/p>

The \"Electronic Prescription with Observations\" initiative received 246 affirmative votes from the total of 257 members of the body. This bill amends laws 17.132, 17.565, 17.818, and 19,303, to incorporate the prescription and dispensation of medicines through electronic prescriptions. As well as regulating aspects of telemedicine that the law did not provide for.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

This initiative sought from the outset to create a regulatory framework for possible loopholes that did not cover regulations for telemedicine practices. The project also suggests the creation and implementation of a single platform for all institutions, where prescriptions can be consulted and there is greater accuracy in the registration of medicines.<\/p>

The initiative seeks to modernize access to medicines through tools that ensure safety and agility in the process. In addition to providing a complete record of the actual consumption of the drugs, since not all prescriptions that are prescribed are available to be dispensed.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

Organizations such as COFA supported the drafting of the proposal, Reinoso, President of the Confederation, commented that it is necessary to modernize outdated laws since they do not contemplate digital signature, an elementary part for the development of electronic medical prescriptions. In addition, he explained that \"there is some confusion between what is electronic and what is digital, but it is the digital signature that gives identification and authenticity that the professional who is prescribing is actually a professional enabled for that purpose\".<\/p>

In addition to this proposal, the project seeks to enable medical teleassistance since, although it is used in some provinces of the country, it was not present in the Law on the Exercise of Medicine and did not have the necessary regulations. Therefore, the Ministry of Health of the Nation now has the requirement to regulate Telehealth platforms and practices, ensuring the protection of data and the rights of each patient.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

La Comisi\u00f3n de Acci\u00f3n Social y Salud de la C\u00e1mara de Diputados de Argentina, aprob\u00f3 por unanimidad, el uso de la receta m\u00e9dica digital para adquirir medicamentos en farmacias. El encuentro se realiz\u00f3 a distancia mediante plataformas digitales y fue presidido por Pablo Yedlin titular de la comisi\u00f3n y adem\u00e1s la sesi\u00f3n cont\u00f3 con la participaci\u00f3n de Isabel Reinoso, presidenta de la Confederaci\u00f3n Farmac\u00e9utica Argentina. La iniciativa denominada \u201cReceta electr\u00f3nica con observaciones\u201d obtuvo 246 votos afirmativos del total de 257 miembros del cuerpo. Este proyecto de Ley, modifica las leyes 17.132, 17.565, 17.818, y 19.303, para as\u00ed incorporar la prescripci\u00f3n y dispensa de medicinas a trav\u00e9s de recetas electr\u00f3nicas. As\u00ed como regular aspectos sobre la telemedicina que la ley no contemplaba. Esta iniciativa busc\u00f3 desde un inicio crear un marco normativo para los posibles vac\u00edos legales que no cubr\u00edan las regulaciones de las pr\u00e1cticas de telemedicina. El proyecto sugiere, adem\u00e1s, la creaci\u00f3n e implementaci\u00f3n de una plataforma \u00fanica e integral para todas las instituciones, en la que se puedan consultar las prescripciones y haya mayor rigor en el registro de los medicamentos. La iniciativa busca modernizar el acceso a los medicamentos a trav\u00e9s de herramientas que garanticen la seguridad y agilidad en el proceso. Adem\u00e1s de ofrecer un registro completo del consumo real de los medicamentos, ya que no todas las recetas que se prescriben se logran dispensar. Organizaciones como la COFA apoyaron en la redacci\u00f3n de la propuesta, Reinoso, presidenta de dicha confederaci\u00f3n, coment\u00f3 que es necesario modernizar leyes desactualizadas ya que no contemplan la firma digital, una parte elemental para el desarrollo de las prescripciones m\u00e9dicas electr\u00f3nicas. Adem\u00e1s, explic\u00f3 que \u201chay algunas confusiones entre lo que es electr\u00f3nico y lo que es digital, pero la firma digital es la que da identificaci\u00f3n y autenticidad de que el profesional que est\u00e1 prescribiendo sea realmente un profesional habilitado para tal fin\u201d. Adem\u00e1s de esta propuesta, el proyecto busca habilitar la teleasistencia m\u00e9dica ya que, aunque es utilizada en algunas provincias del pa\u00eds, no estaba presente en la Ley de Ejercicio de la Medicina y no contaba con la regulaci\u00f3n necesaria. Por lo tanto, ahora el Ministerio de Salud de la Naci\u00f3n tiene la exigencia de regular las plataformas y pr\u00e1cticas de Telesalud, asegurando la protecci\u00f3n de datos y los derechos de cada paciente.
