The premise of the IS4H (Information Systems For Health) initiative suggests that IS4H is a tool for assessing organizational capacity related to governance, data management, digital transformation, innovation and knowledge management.<\/p>

According to PAHO's official definition, health information systems or IS4H are a mechanism for managing interoperable open data systems from different sources of ethical use, using effective ICT tools, in order to generate strategic information for the good of public health.<\/p>

Following the meeting in 2016, two others were held in Central and South America in 2017 and 2018 respectively. These meetings worked to introduce a vision that would help establish a general framework of operation and a general understanding of IS4H components.<\/p>

According to Marcelo D'Agostino, senior advisor at PAHO\/WHO, IS4H is a work programme that was built with and for countries seeking to strengthen their information systems, improve data management processes, create methods of analysis, scenario production, public policy formulation and informed decision-making, among others, all for public health development. D'Agostino mentioned that \"to have health policies and informed decisions it is necessary to have a holistic view of the subject and it is essential to be able to have access to data, structured and unstructured that come from all sectors and that may be of interest to the health sector\".<\/p>

As the name implies, IS4Hs are not only information systems directly focused on health but information systems that can be properly implemented to health systems.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

The main goal of IS4H is to implement a better mechanism for public policy-making based on good decision-making practices through health systems that ensure free and timely universal access to data and strategic information, employing digital and ICT tools with greater cost-benefit.<\/p>

Some of the principles of these systems are: the management of vital statistics, the standardization of methods, the digitization of governments, the promotion of data as a factor for success, and the use of structured and unstructured data.<\/p>

The implementation of IS4H opens up endless possibilities for governments in data management and the discovery of new public health challenges. PAHO guides the Maturity Model<\/em> (IS4H-MM), in D'Agostino's words, \"a set of tools and methods that enable countries to work together to define not only the maturity level of their health information systems, but, more importantly, develop a solid evidence-based action plan and roadmap.\"<\/p>

IS4H-MM are classified into five levels that handle different tasks and challenges. The IS4H-1 Initiated,<\/strong>its main feature is the available data and focuses on awareness. The second level IS4H-2 Developing<\/strong>, has as its characteristic the information in health is managed, and focuses on the implementation of best practices, For the IS4H-3 Defined<\/strong>, it seeks decisions based on quality health information and focuses on process standardization and continuous improvement. The IS4H-4 Optimized<\/strong>is characterized by governance and integration of IS4H, and focuses on integration and alignment. The last level, IS4H-5 Innovation<\/strong>, refers to when all system components are fully deployed and focuses on continuous innovation of these components.<\/p>

\u00a0<\/strong>D'Agostino explains that these systems are aimed at the Ministers of Health of the Americas, for the work of disaggregated data at the subnational level, which is what is needed for the measurement of the progress of the Sustainable Development Goals (SDGs).<\/p>

The application of complex Digital Health tools involving large-scale data management and analysis seeks to strengthen institutions to promote well-founded policies. And they also seek to generate tools for public health data management such as electronic health records, digital vaccination cards, information classification thanks to the technological infrastructure of massive data analysis such as Big Data. Este proyecto dio sus primeros pasos en 2016, al realizarse una reuni\u00f3n de alto nivel con pa\u00edses del Caribe. La premisa de la iniciativa IS4H (Information Systems For Health), sugiere que la IS4H es una herramienta para evaluar la capacidad organizativa relacionada con la gobernabilidad, la gesti\u00f3n de datos, la transformaci\u00f3n digital, la innovaci\u00f3n y la gesti\u00f3n de conocimiento. Seg\u00fan la definici\u00f3n oficial de la OPS los sistemas de informaci\u00f3n de la salud o IS4H son un mecanismo de gesti\u00f3n de sistemas interoperables de datos abiertos procedentes de diferentes fuentes de uso \u00e9tico, mediante herramientas efectivas de TIC, con el fin de generar informaci\u00f3n estrat\u00e9gica por el bien de la salud p\u00fablica. Tras la reuni\u00f3n en 2016, se realizaron otras dos en Centroam\u00e9rica y Sudam\u00e9rica en 2017 y 2018 respectivamente. Estas reuniones funcionaron para introducir una visi\u00f3n que ayudara a establecer un marco general de operaci\u00f3n y una comprensi\u00f3n general de los componentes de los IS4H. Los informes de estas reuniones est\u00e1n disponibles en: https:\/\/www.paho.org\/ish\/index.php\/es\/ Seg\u00fan Marcelo D’Agostino, asesor senior de la OPS\/OMS, IS4H es un programa de trabajo que fue construido con y para los pa\u00edses que buscan fortalecer sus sistemas de informaci\u00f3n, mejorar procesos de gesti\u00f3n de datos, crear m\u00e9todos de an\u00e1lisis, producci\u00f3n de escenarios, formulaci\u00f3n de pol\u00edticas p\u00fablicas y toma de decisiones informadas, entre otros, todo para el desarrollo de la salud p\u00fablica. \u00a0D\u2019Agostino ha mencionado que \u201cpara tener pol\u00edticas de salud y decisiones informadas es necesario tener una visi\u00f3n hol\u00edstica del tema y es fundamental poder tener acceso a datos, estructurados y no estructurados que provengan de todos los sectores y que puedan ser de inter\u00e9s del sector salud”. Como su nombre lo indica los IS4H no son solamente sistemas de informaci\u00f3n enfocados directamente a la salud sino sistemas de informaci\u00f3n que pueden ser implementados adecuadamente a los sistemas de salud. La meta principal de los IS4H es implementar un mejor mecanismo para la formulaci\u00f3n de pol\u00edticas p\u00fablicas con base en las buenas pr\u00e1cticas de toma de decisiones mediante sistemas de salud que garanticen el acceso universal gratuito y puntual a datos e informaci\u00f3n estrat\u00e9gica, empleando herramientas digitales y TIC con mayor costo beneficio. Algunos de los principios de estos sistemas son: El manejo de estad\u00edsticas vitales, la estandarizaci\u00f3n de m\u00e9todos, la digitalizaci\u00f3n de los gobiernos, la promoci\u00f3n de datos como factor para el \u00e9xito, y el aprovechamiento del uso de datos estructurados y no estructurados. La implementaci\u00f3n de las IS4H abre infinidad de posibilidades para los gobiernos en materia de gesti\u00f3n de datos y el descubrimiento de nuevos desaf\u00edos en salud p\u00fablica. La OPS gu\u00eda el Maturity Model (IS4H-MM), en palabras de D’Agostino “un conjunto de herramientas y m\u00e9todos que permiten trabajar junto a los pa\u00edses para definir no solo el nivel de madurez de sus sistemas de informaci\u00f3n para la salud, sino que, y m\u00e1s importante a\u00fan, elaborar un plan de acci\u00f3n y hoja de ruta basado en evidencia s\u00f3lidas”. Las IS4H-MM se clasifican en cinco niveles que se encargan de diferentes tareas y desaf\u00edos. el IS4H-1 Iniciado, su principal caracter\u00edstica son los datos disponibles y se enfoca en la concientizaci\u00f3n. El segundo nivel IS4H-2 En desarrollo, tiene como caracter\u00edstica la informaci\u00f3n en salud es administrada, y se enfoca en la implementaci\u00f3n de mejores pr\u00e1cticas, Para el IS4H-3 Definido, se busca la toma decisiones basadas en informaci\u00f3n de calidad en salud y se enfoca en la estandarizaci\u00f3n de procesos y mejora continua. El IS4H-4 Optimizado, se caracteriza por la gobernanza y la integraci\u00f3n del IS4H, y se enfoca en la integraci\u00f3n y alineaci\u00f3n. El ultimo nivel, IS4H-5 Innovaci\u00f3n, se refiere a cuando todos los componentes del sistema est\u00e1n totalmente desplegados y se enfoca en la innovaci\u00f3n continua de estos componentes. \u00a0D’Agostino explica que estos sistemas est\u00e1n dirigidos a los Ministros de Salud de las am\u00e9ricas, para el trabajo de datos desagregados a nivel subnacional, que es lo que se necesita para la medici\u00f3n del progreso de los Objetivos de Desarrollo Sostenibles (ODS). La aplicaci\u00f3n de herramientas complejas de Salud Digital que involucran la gesti\u00f3n y an\u00e1lisis de datos a gran escala, buscan fortalecer las instituciones para de esta forma promover las pol\u00edticas bien fundamentadas. Y tambi\u00e9n buscan generar herramientas para la gesti\u00f3n de datos en salud p\u00fablica como los registros electr\u00f3nicos de salud, las cartillas de vacunaci\u00f3n digitales, la clasificaci\u00f3n de informaci\u00f3n gracias a la infraestructura tecnol\u00f3gica de an\u00e1lisis masivo de datos como es el Big Data. Adem\u00e1s de promover la transparencia y el Gobierno abierto a trav\u00e9s de la digitalizaci\u00f3n del mismo.
