AI in Health offers new solutions for the transformation of health systems, and to improve prediction and prevention tasks. In the current context, AI in health is increasingly relevant since its multiple applications and tools allow it to better address public health challenges. However, the accelerated growth of AI tools applied in health must comply with elements that favor their application, that is, they must be safe and actually improve the quality of health services.<\/p>

The Broadband Commission for Sustainable Development, or Broadband Commission for Sustainable Development, is a joint initiative of the International Telecommunications Union (ITU) and the United Nations Educational, Scientific and Cultural Organization ( UNESCO). This Commission published in 2020 through its Digital Health and AI in Health working group, a report on the maturity of the use of AI in Health.<\/p>

Later, with the support of the Novartis Foundation, they developed an online tool for the evaluation of maturity in AI in health. This with the aim of supporting decision makers to better invest their resources to achieve high-impact adoption and implementation of AI solutions in health. Between 2021 and 2022, the PATH organization and the Novartis Foundation implemented the tool in six countries, including four South American countries: Argentina, Brazil, Chile and Uruguay. For this, they developed a collaborative process, which included the participation of organizations, private investment, civil society and health organizations. The digital AI maturity assessment tool consists of six pillars of the AI ecosystem:<\/p>

  1. People and Workforce: Build data, digital and AI talent through training and change management.<\/li>
  2. Data and technology: Ensuring high-quality, interoperable data and connectivity to power AI.<\/li>
  3. Governance and Regulation: Build and lead the systems needed to maximize AI opportunities while keeping people safe.<\/li>
  4. Design and processes: Ensure AI solutions are people-centric and integrated into existing healthcare systems.<\/li>
  5. Partnerships: Align and collaborate to ensure local needs are met.<\/li>
  6. Business models: Ensuring sustainability through innovative financing, incentives and public-private partnerships.<\/li><\/ol>

    Uruguay<\/strong><\/p>

    The Uruguayan government published its AI strategy in 2019, which seeks to promote the use of these tools in the public sector. To this end, they created strategic lines such as the governance and AI model in public administration, promoting learning spaces around AI, the creation of technical guides, promoting transparency, and finally the creation of AI action plans for specific sectors. .<\/p>

    interested parties or stakeholders<\/em> in Uruguay, they explained that regulations must adapt at the same speed that digital transformation occurs. They also emphasized aligning AI funding models with governance structures and regulatory frameworks to ensure consistency between the two.<\/p>

    Brazil<\/strong><\/p>

    For their part, stakeholders in Brazil structure the improvement and redesign of the process for choosing public officials in charge of AI projects. In this way, the hiring of trained personnel with skills in data, technology and AI is ensured.<\/p>

    According to the report, stakeholders in Brazil: \u201cbelieved that greater awareness of AI in healthcare could be achieved by adding AI as a priority issue on the government's agenda, reformulating legal frameworks in three key ministries: Health; Science, Technology and Innovation; and Education\u201d.<\/p>

    They also mentioned that the public sector could promote the creation of networks for the exchange of experiences, best practices and methods to promote educational development around AI and its applications.<\/p>

    Argentina<\/strong><\/p>

    In Argentina, stakeholders were able to agree that collaboration is key to fostering new multi-sector partnerships. In this way, promote new technologies in health, which currently focus on electronic medical records and telemedicine.<\/p>

    On the other hand, they identified the limited participation of health sciences professionals in postgraduate or specialization programs, so access to multidisciplinary programs should be increased to develop basic skills in data and AI.<\/p>

    Chili<\/strong><\/p>

    In contrast, Chilean stakeholders pointed out that although the country has a national AI plan, the requirements for the health sector still need to be defined to include additional issues such as privacy and data security.<\/p>

    Argentina, Chile y Brasil, formaron parte de los seis pa\u00edses que fueron evaluados en la madurez del uso de Inteligencia Artificial (IA) en salud La IA en Salud ofrece nuevas soluciones para la transformaci\u00f3n de los sistemas sanitarios, y para mejorar en tareas de predicci\u00f3n y prevenci\u00f3n. En el contexto actual, la IA en salud es cada vez m\u00e1s relevante ya que sus m\u00faltiples aplicaciones y herramientas permiten atender de mejor forma los desaf\u00edos de salud p\u00fablica. No obstante, el crecimiento acelerado de herramientas de IA aplicadas en salud debe cumplir con elementos que favorezcan su aplicaci\u00f3n, es decir que sean seguros y que en realidad mejoren la calidad de los servicios de salud. La Comisi\u00f3n de la Banda Ancha para el Desarrollo Sostenible o Broadband Commission for Sustainable Development, es una iniciativa conjunta de la Uni\u00f3n Internacional de Telecomunicaciones (ITU, en ingl\u00e9s) y la Organizaci\u00f3n de las Naciones Unidas para la Educaci\u00f3n, la Ciencia y la Cultura (UNESCO). Esta Comisi\u00f3n public\u00f3 en 2020 a trav\u00e9s de su grupo de trabajo de Salud Digital e IA en Salud, un reporte sobre la madurez del uso de IA en Salud. Posteriormente, con apoyo de Novartis Foundation, desarrollaron una herramienta en l\u00ednea para la evaluaci\u00f3n de madurez en IA en salud. La herramienta digital de evaluaci\u00f3n de la madurez de la IA consiste en seis pilares del ecosistema de IA: Personas y mano de obra: Construir el talento de los datos, lo digital y la IA mediante la formaci\u00f3n y la gesti\u00f3n del cambio. Datos y tecnolog\u00eda: Garantizar la conectividad y los datos de alta calidad e interoperables para impulsar la IA. Gobernanza y reglamentaci\u00f3n: Construir y liderar los sistemas necesarios para maximizar las oportunidades de la IA al tiempo que se mantiene la seguridad de las personas. Dise\u00f1o y procesos: Garantizar que las soluciones de IA se centran en las personas y se integran en los sistemas sanitarios existentes. Asociaciones: Alinear y colaborar para garantizar que se satisfagan las necesidades locales. Modelos de negocio: Garantizar la sostenibilidad mediante una financiaci\u00f3n innovadora, incentivos y asociaciones p\u00fablico-privadas. Uruguay El gobierno uruguayo public\u00f3 su estrategia de IA en 2019, que busca promover el uso de estas herramientas en el sector p\u00fablico. Para ello crearon l\u00edneas estrat\u00e9gicas como el modelo de gobernanza e IA en la administraci\u00f3n p\u00fablica, promover los espacios de aprendizaje entorno a la IA, la creaci\u00f3n de gu\u00edas t\u00e9cnicas, promover la transparencia, y finalmente la creaci\u00f3n de planes de acci\u00f3n de IA para sectores espec\u00edficos. Las partes interesadas o stakeholders en Uruguay, explicaron que las regulaciones deben adaptarse a la misma velocidad que ocurre la transformaci\u00f3n digital. Asimismo, enfatizaron en alinear los modelos de financiamiento de IA con estructuras de gobernanza y marcos regulatorios para garantizar la coherencia entre ambas. Brasil Por su parte los stakeholders en Brasil estructuran la mejora y el redise\u00f1o del proceso para elegir a los funcionarios p\u00fablicos a cargo de proyectos de IA. De esta forma se asegura la contrataci\u00f3n de personal capacitado y con competencias en datos, tecnolog\u00eda e IA. Seg\u00fan informa el reporte las partes interesadas en Brasil: \u201ccre\u00edan que podr\u00eda lograrse una mayor concienciaci\u00f3n sobre la IA en la sanidad a\u00f1adiendo la IA como como un tema prioritario en la agenda del gobierno, reformulando los marcos legales en tres ministerios clave: Salud; Ciencia, Tecnolog\u00eda e Innovaci\u00f3n; y Educaci\u00f3n\u201d. Asimismo, mencionaron que el sector p\u00fablico podr\u00eda fomentar la creaci\u00f3n de redes para el intercambio de experiencias, mejores pr\u00e1cticas y m\u00e9todos para promover el desarrollo educativo entorno a la IA y sus aplicaciones. Argentina En Argentina, las partes interesadas lograron coincidir en que la colaboraci\u00f3n es clave para fomentar nuevas asociaciones multisectoriales. De esta forma, impulsar nuevas tecnolog\u00edas en salud, que actualmente se centran en la historia cl\u00ednica electr\u00f3nica y la telemedicina. Por otro lado, identificaron la participaci\u00f3n limitada de profesionales de ciencias de la salud en programas de posgrado o especializaci\u00f3n, por lo que debe incrementarse el acceso a programas multidisciplinarios para desarrollar competencias b\u00e1sicas en datos e IA.
