In an interview for Digital Health, Daniel Otzoy, executive director of the Central American Health Informatics Network (RECAINSA) spoke about the organization's current projects and future plans.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

RECAINSA emerged more than seven years ago with the idea of promoting Digital Health in Central America, initially with partners in Guatemala and Costa Rica, Daniel Otzoy and Alejandro Benavides, respectively. In addition, relying on a volunteer network that continues to function to date. In 2018, the incorporation of Joseline Carias, promoted the commercial and marketing part of RECAINSA, which began the work of brand provisioning and branding of the organization. Finally, in 2019, the process began to convert RECAINSA into a non-governmental organization (NGO).<\/p>

In an interview for Digital Health, Otzoy spoke about the exponential growth that RECAINSA has experienced in recent times and the importance of its constitution as an NGO, which will facilitate the self-financing and self-sustainability of the organization. Likewise, he explained the relevance of the network of volunteers in RECAINSA, to achieve the established objectives. Thanks to this, it has been able to participate and collaborate in Digital Health projects in the region.<\/p>

For example, Otzoy mentioned that RECAINSA has contributed its experience in projects on: strengthening the governance of Digital Health; health data governance; projects that seek to provide technical assistance to other countries; evaluation of the maturity of digital strategy in health through the methodology of the global index of digital health or Global Digital Health Index (GDHI); among others.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

He also explained that RECAINSA has participated in a project that aims to assess the maturity of projects that incorporate Artificial Intelligence (AI) systems in health. This exercise was carried out in three countries of the Latin American region and in the coming months it will be carried out in another three countries. The model to measure the level of maturity in these cases was developed by the Digital Health group of the Broadband Commission. This initiative was possible thanks to the support of the Novartis Foundation, which has established a link with RECAINSA as strategic partners in the region.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

"There is an interesting production of ideas, projects and initiatives, which little by little, thanks to the management with some strategic partners, are obtaining funds and are allowing us to have a greater impact," Otzoy explained about the progress made by the organization in various sectors of Digital Health in the region.<\/p>

Another of RECAINSA's current projects is the formulation of a public policy program for the digital transformation of the health sector in conjunction with the University of Buenos Aires, specifically with the Law School and Marisa Aizenberg, academic director of the Buenos Aires Health Observatory. this faculty.<\/p>

Regarding this project, Otzoy explained the following: "It is a short program of 12 to 14 weeks, and what we intend is to have an approach to those elements that a generator of public policies or a high-level decision maker (legislative assemblies, ministers of health, directors of Digital Health) must know about the digital transformation of the health sector, that key evidence\u201d.<\/p>

In other words, key elements about the transformation in health that are being promoted, for example: eight principles of digital transformation<\/a> of the Pan American Health Organization (PAHO) and the nine principles of data governance<\/a> promoted by Transform Health.<\/p>

"What the program intends is to generate those key lines to understand how these elements can be translated into regulatory frameworks that allow strategies to advance, but also guarantee the sustainability of investments," explained Otzoy.<\/p>

This complements the skills training activities carried out by RECAINSA, such as webinars and workshops, which in turn have promoted the creation of the RECAINSA Digital Health Forum, which this year celebrates its second edition<\/a>. Or the program Women Leaders in Digital Health<\/a>, with the Universidad del Bosque in Colombia, which this year has expanded its partial scholarships from 15 to 30.<\/p>

En entrevista para Salud Digital, Daniel Otzoy, director ejecutivo de la Red Centroamericana de Inform\u00e1tica en Salud (RECAINSA) habl\u00f3 sobre los proyectos actuales de la organizaci\u00f3n y los planes a futuro. RECAINSA surgi\u00f3 hace m\u00e1s de siete a\u00f1os con la idea de impulsar al Salud Digital en Centroam\u00e9rica, inicialmente con socios en Guatemala y Costa Rica, Daniel Otzoy y Alejandro Benavides respectivamente. Adem\u00e1s, apoy\u00e1ndose en una red de voluntariado que hasta la fecha contin\u00faa funcionando. En 2018, la incorporaci\u00f3n de Joseline Carias, impuls\u00f3 la parte de comercial y de mercadeo de la RECAINSA, lo que comenz\u00f3 el trabajo de provisionamiento de marca y de branding de la organizaci\u00f3n. Finalmente, en 2019 comenz\u00f3 el proceso para convertir a la RECAINSA en una organizaci\u00f3n no gubernamental (ONG). En entrevista para Salud Digital, Otzoy habl\u00f3 sobre el crecimiento exponencial que ha experimentado la RECAINSA en tiempos recientes y la importancia de su constituci\u00f3n como una ONG, lo que lograr\u00e1 facilitar el autofinanciamiento y autosostenibilidad de la organizaci\u00f3n. Asimismo, explic\u00f3 la relevancia que tiene la red de voluntarios en RECAINSA, para lograr los objetivos establecidos. Gracias a esto ha logrado participar y colaborar en proyectos de Salud Digital en la regi\u00f3n. Por ejemplo, Otzoy mencion\u00f3 que la RECAINSA ha aportado su experiencia en proyectos sobre: fortalecimiento de la gobernanza de la Salud Digital; gobernanza de datos en salud; proyectos que buscan brindar asistencia t\u00e9cnica a otros pa\u00edses; evaluaci\u00f3n de la madurez de estrategia digital en salud por medio de la metodolog\u00eda del \u00edndice global de salud digital o Global Digital Health Index (GDHI); entre otros. Asimismo, explic\u00f3 que la RECAINSA ha participado en un proyecto que tiene como objetivo evaluar la madurez de proyectos que incorporan sistemas de Inteligencia Artificial (IA) en salud. Este ejercicio se realiz\u00f3 en tres pa\u00edses de la regi\u00f3n de Latinoam\u00e9rica y en los pr\u00f3ximos meses se realizar\u00e1 en otros tres pa\u00edses. El modelo para medir el nivel de madurez en estos casos, fue desarrollado por el grupo de Salud Digital de la Broadband Commission. Esta iniciativa fue posible gracias al apoyo de Novartis Foundation, que ha establecido un v\u00ednculo con la RECAINSA como socios estrat\u00e9gicos en la regi\u00f3n. \u201cHay una producci\u00f3n interesante de ideas, proyectos e iniciativas, que poco a poco gracias a la gesti\u00f3n con algunos socios estrat\u00e9gicos, van teniendo fondos y nos est\u00e1n permitiendo tener mayor incidencia”, explic\u00f3 Otzoy sobre los avances conseguidos por la organizaci\u00f3n en diversos sectores de la Salud Digital en la regi\u00f3n. Otro de los proyectos actuales de la RECAINSA es la formulaci\u00f3n de un programa de pol\u00edticas p\u00fablicas para la transformaci\u00f3n digital del sector salud en conjunto con la Universidad de Buenos Aires, espec\u00edficamente con la Facultad de Derecho y Marisa Aizenberg, directora acad\u00e9mica del Observatorio de Salud de esta facultad. Sobre este proyecto Otzoy explic\u00f3 lo siguiente \u201cSe trata de un programa corto de 12 a 14 semanas, y lo que pretendemos es tener un abordaje de aquellos elementos que un generador de pol\u00edticas p\u00fablicas o un tomador de decisiones de alto nivel (asambleas legislativas, ministros de salud, directores de Salud Digital) debe conocer de la transformaci\u00f3n digital del sector salud, aquella evidencia clave\u201d. Es decir elementos clave sobre la transformaci\u00f3n en salud que se est\u00e1n promoviendo, por ejemplo: Los ocho principios de transformaci\u00f3n digital de la Organizaci\u00f3n Panamericana de la Salud (OPS) y los nueve principios de gobernanza de datos que promueve Transform Health. \u201cLo que pretende el programa es generar esas l\u00edneas claves para entender c\u00f3mo estos elementos pueden traducirse en los marcos regulatorios que permitan el avance de las estrategias, pero tambi\u00e9n garantizar la sostenibilidad de las inversiones\u201d expuso Otzoy. Esto complementa a las actividades de formaci\u00f3n de competencias que realiza la RECAINSA,  como la impartici\u00f3n de webinars, workshops, que a su vez han impulsado la creaci\u00f3n del Foro de Salud Digital RECAINSA, que este a\u00f1o celebra su segunda edici\u00f3n. O bien el programa de Mujeres L\u00edderes en Salud Digital, con la Universidad del Bosque en Colombia que este a\u00f1o ha ampliado sus becas parciales de 15 a 30. Finalmente, Otzoy mencion\u00f3 algunos de los proyectos en los que la RECAINSA se encuentra trabajando actualmente, por ejemplo, un convenio con el Instituto Nacional de Salud P\u00fablica de M\u00e9xico (INSP).
