Current status and pending tasks<\/em>, which addresses the importance of regulatory frameworks in the current era and in digitization processes. In addition, it recognizes the importance of Digital Health in the Sustainable Development Goals (SDG) and in the Global Digital Health Strategy 2020-2025 of the World Health Organization (WHO).<\/p><p>In this sense, telemedicine is a key practice for the digital transformation of health systems and for health care itself. The document defines telemedicine as the area within telehealth that refers to the provision of remote health services in the components of promotion, prevention, diagnosis, treatment and rehabilitation.<\/p><p>Likewise, the document defines telehealth as the set of activities related to health, services and methods that are carried out at a distance and with the help of information and communication technologies. These aspects focus on the creation of the infrastructure and implementation of adequate connectivity, so that a quality telemedicine service can be offered. For example, the identification of professionals, use of health devices and platforms for the exercise of telemedicine, among others.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-56100320 elementor-section-boxed elementor-section-height-default elementor-section-height-default wpr-particle-no wpr-jarallax-no wpr-parallax-no wpr-sticky-section-no\" data-id=\"56100320\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-359b22bc\" data-id=\"359b22bc\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e6089ee elementor-widget elementor-widget-text-editor\" data-id=\"e6089ee\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Governance in telemedicine is another element highlighted by the IDB. Having public policies and special telemedicine programs are key to strengthening a regulatory framework at the national level. That is, public policies and government programs must respond, for example, to a national health strategy, and not be programs isolated from a strategy.<\/p><p>In addition to the quality of the service, the protection of personal data in telemedicine is just as important for patients. Adem\u00e1s, reconoce la importancia de la Salud Digital en los Objetivos de Desarrollo Sostenible (ODS) y en la Estrategia global de Salud Digital 2020- 2025 de la Organizaci\u00f3n Mundial de la Salud (OMS). En este sentido, la telemedicina es una pr\u00e1ctica clave para la transformaci\u00f3n digital de los sistemas de salud y para la atenci\u00f3n de la salud en s\u00ed. El documento define telemedicina como el \u00e1rea dentro de la telesalud que refiere a la provisi\u00f3n de servicios de salud a distancia en los componentes de promoci\u00f3n, prevenci\u00f3n, diagn\u00f3stico, tratamiento y rehabilitaci\u00f3n. Asimismo, el documento, define la telesalud como el conjunto de actividades relacionadas con la salud, los servicios y los m\u00e9todos que se llevan a cabo a distancia y con ayuda de tecnolog\u00edas de la informaci\u00f3n y comunicaci\u00f3n. Su objetivo es cuidar la salud, ya sea a trav\u00e9s de fines asistenciales, educativos, de investigaci\u00f3n o de gesti\u00f3n. Los aspectos regulatorios de la telemedicina se relacionan sus diferentes modalidades, sincr\u00f3nica o asincr\u00f3nica, responsabilidad de los profesionales de la salud que la ejercen, instancias de certificaci\u00f3n y acreditaci\u00f3n de profesionales e instituciones, la transmisi\u00f3n de datos, telemedicina como servicio complementario, entre otros. Tambi\u00e9n es de suma importancia tomar en cuenta los aspecto t\u00e9cnicos y tecnol\u00f3gicos, al momento de crear marcos normativos. Estos aspectos se centran en la creaci\u00f3n de la infraestructura e implementaci\u00f3n de la conectividad adecuada, para que se pueda ofrecer un servicio de telemedicina de calidad. Por ejemplo, la identificaci\u00f3n de los profesionales, uso de dispositivos y plataformas de salud para el ejercicio de la telemedicina, entre otros. La gobernanza en telemedicina es otro de los elementos que destaca el BID. Contar con pol\u00edticas p\u00fablicas y programas especiales de telemedicina son clave para que se fortalezca un marco normativo a nivel nacional. Es decir, las pol\u00edticas p\u00fablica y programas de gobierno, deben responder por ejemplo a una estrategia nacional de salud, y no ser programas aislados a una estrategia. Adem\u00e1s de la calidad del servicio, para los pacientes es igual de importante la protecci\u00f3n de los datos personales en telemedicina. Un marco normativo completo, debe incluir temas de privacidad y confidencialidad de la informaci\u00f3n de salud de todos los pacientes, as\u00ed como otros aspectos como el consentimiento para el tratamiento de datos, seguridad, de los datos, entre otros. De igual forma uno de los elementos base de un marco normativo es el aspecto jur\u00eddico, que debe incluir normativas destinadas a la reducci\u00f3n de brechas en el acceso a la salud y brechas digitales. El BID cre\u00f3 una herramienta para medir los aspectos regulatorios de la telemedicina, a trav\u00e9s de tres afirmaciones: existen regulaciones de sobre telemedicina; el marco normativo establece definiciones sobre el uso de la telemedicina; y el marco regulatorio prev\u00e9 que la herramienta de telemedicina establezca canales de comunicaci\u00f3n seguros.
