The project began in the Chilean Senate, and has gone through reviews in the Chamber of Deputies in the Health and Treasury commissions.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

From the second half of 2021<\/a>, the Chilean Senate has promoted a motion that regulates the extension of the telemedicine modality in medical care. And, that it also modify the duties and rights of patients to promote access to these services<\/a>.<\/p>

On January 19, 2022, the Health Commission of the Chilean Chamber of Deputies voted in favor of the motion that authorizes health service providers to carry out telemedicine care. In addition, the second step of this motion seeks to consider telemedicine as part of "Digital Health".<\/p>

The objective of the initiative is to modify Law No. 20,584, which regulates the rights and duties of the population in relation to actions related to health care. The amendments seek to promote the exchange of information for purposes of diagnosis, therapeutics, rehabilitation, prevention of diseases and injuries, research, evaluation and more.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

After its vote in the Health Commission, the initiative passed to the Finance Commission. Finally, on March 1, the Treasury Commission analyzed the financial aspects of this new rule and proposed the modification of two articles.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In this way, one of the articles would be permanent and another transitory, the first is related to the regulation of service providers and the second to fiscal spending.<\/p>

Likewise, service providers may provide care through telemedicine under the same terms as face-to-face care. In this sense, health professionals will be able to use digital technologies for the exchange of information. In this way, telemedicine can be carried out both in outpatient care and in hospital care.<\/p>

This project has been approved in the Senate of Chile, as part of the first constitutional process, which is carried out in the chamber of origin of the initiative; and in two commissions of the Chamber of Deputies of Chile, that is, the second constitutional process corresponding to the reviewing chamber.<\/p>

El proyecto inici\u00f3 en el Senado de Chile, y ha pasado por revisiones en la C\u00e1mara de Diputados en las comisiones de Salud y Hacienda. Desde el segundo semestre del 2021, el Senado de Chile ha impulsado una moci\u00f3n que regule la extensi\u00f3n de la modalidad de telemedicina en la atenci\u00f3n m\u00e9dica. Y, que adem\u00e1s modifique los deberes y derechos de los pacientes para promover el acceso a estos servicios. El 19 de enero de 2022, la Comisi\u00f3n de Salud de la C\u00e1mara de Diputados de Chile, vot\u00f3 a favor de la moci\u00f3n que autoriza que los prestadores de servicios de salud realicen atenciones de telemedicina. Adem\u00e1s, el segundo tramite de esta moci\u00f3n busca considerar a la telemedicina como parte de la “Salud Digital”. El objetivo de la iniciativa es modificar la ley N\u00b0 20.584, que regula los derechos y deberes de la poblaci\u00f3n en relaci\u00f3n con acciones vinculadas a la atenci\u00f3n de salud. Las modificaciones buscan promover el intercambio de informaci\u00f3n con fines de diagn\u00f3stico, terap\u00e9utico, rehabilitaci\u00f3n, prevenci\u00f3n de enfermedades y lesiones, investigaci\u00f3n, evaluaci\u00f3n y m\u00e1s. Luego de su votaci\u00f3n en la Comisi\u00f3n de Salud la iniciativa pas\u00f3 a la Comisi\u00f3n de Hacienda. Finalmente, el 1 de marzo la Comisi\u00f3n de Hacienda analiz\u00f3 los aspectos financieros de esta nueva norma y propusieron la modificaci\u00f3n de dos art\u00edculos. De esta forma, uno de los art\u00edculos ser\u00eda permanente y otro transitorio, el primero se relaciona con la regulaci\u00f3n de los prestadores de servicios y el segundo con el gasto fiscal. Asimismo, los prestadores de servicios podr\u00e1n realizar atenciones a trav\u00e9s de telemedicina bajo los mismos t\u00e9rminos que se efect\u00faa una atenci\u00f3n presencial. En este sentido los profesionales de la salud podr\u00e1n utilizar tecnolog\u00edas digitales para el intercambio de informaci\u00f3n. De esta manera, la telemedicina se podr\u00e1 realizar tanto en atenci\u00f3n ambulatoria como en atenci\u00f3n hospitalaria. Este proyecto ha sido aprobado en el Senado de Chile, como parte del primer tr\u00e1mite constitucional, que se realiza en la c\u00e1mara de origen de la iniciativa; y en dos comisiones de la C\u00e1mara de Diputados de Chile, es decir el segundo tr\u00e1mite constitucional correspondiente a la c\u00e1mara revisora. Finalmente, para el tercer tr\u00e1mite constitucional, la iniciativa regresar\u00e1 con las revisiones correspondientes al Senado para su aprobaci\u00f3n final y enviar el resultado ante el presidente de la rep\u00fablica para su promulgaci\u00f3n.
