This CENETEC guide is a planning instrument for health entities at various levels of government to develop telehealth projects, carrying out adequate planning, management, implementation, operation and evaluation.<\/p>

Telehealth services have the potential to support the integration of health care networks, provide care to patients in remote and rural areas, and above all to support the work of health workers.<\/p>

In addition, regarding the technology used to carry out telehealth strategies and projects, the authorities must take into account the technical requirements, logistics and the cost-benefit ratio, so that its implementation has fewer challenges.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The objective of the updated guide in December 2021 is: "Define criteria and guidelines to carry out the planning of Telehealth projects in the states and institutions that make up the health sector in Mexico in order to strengthen health care with a focus on primary care.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

One of the initial aspects of the guide is the identification sheet, which must be presented at the beginning of the documentation that integrates the project file. The card contains basic data about the project such as its name, name of the institution, target population, benefited medical units, population reached by the project, number of patients per year, amounts of equipment and systems required for its operation and approximate amount of equipment. which is already counted.<\/p>

On the other hand, another fundamental issue for telehealth projects is the description of the project, as well as its motives and purposes. Likewise, it is necessary to list the legal instruments that apply to the project, taking into account the legal hierarchy in the country, for example, Federal Laws, State Laws, International Treaties, Mexican Official Norms, Regulations, etc.<\/p>

Likewise, the problem, that is, the situations and needs that give rise to the project must be addressed according to its importance, magnitude and feasibility.<\/p>

In relation to the objectives, justification, goals, operating strategies and schedule, the guide has various activities for its development. The same for the evaluation criteria of the project, which will allow to quantify the impact of the strategy and explain the aspects that failed or can be improved.<\/p>

El Observatorio de Telesalud del Centro Nacional de Excelencia Tecnol\u00f3gica en Salud (CENETEC), actualiz\u00f3 en diciembre de 2021 la Gu\u00eda para la planeaci\u00f3n y elaboraci\u00f3n de proyectos de telesalud. Esta gu\u00eda del CENETEC, es un instrumento de planeaci\u00f3n para que entidades de salud de los diversos niveles de gobierno puedan desarrollar proyectos de telesalud, realizando una planeaci\u00f3n, gesti\u00f3n, implementaci\u00f3n, operaci\u00f3n y evaluaci\u00f3n adecuada. Los servicios de telesalud tienen el potencial para apoyar en la integraci\u00f3n de redes de atenci\u00f3n m\u00e9dica, brindar atenci\u00f3n a pacientes en zonas alejadas y rurales, y sobre todo a apoyar la labor de los trabajadores de salud. Adem\u00e1s, sobre la tecnolog\u00eda utilizada para realizar estrategias y proyectos de telesalud, las autoridades deben tomar en cuenta los requerimientos t\u00e9cnicos, la log\u00edstica y la relaci\u00f3n costo-beneficio, para que su implementaci\u00f3n tenga menos desaf\u00edos. El objetivo de la gu\u00eda actualizada en diciembre de 2021 es: \u201cDefinir criterios y lineamientos para llevar a cabo la planeaci\u00f3n de proyectos de Telesalud en las entidades federativas e instituciones que conforman el sector salud en M\u00e9xico con el fin de fortalecer la atenci\u00f3n a la salud, con enfoque en la atenci\u00f3n primaria\u201d. Uno de los aspectos iniciales de la gu\u00eda es la ficha de identificaci\u00f3n, la cual debe presentarse al inicio de la documentaci\u00f3n que integre el expediente del proyecto. La ficha contiene datos b\u00e1sicos sobre el proyecto como su nombre, nombre de la instituci\u00f3n, poblaci\u00f3n objetivo, unidades m\u00e9dicas beneficiadas, poblaci\u00f3n alcanzada por el proyecto, n\u00famero de pacientes por a\u00f1o, montos del equipo y sistemas requeridos para su funcionamiento y monto aproximado del equipo con el que ya se cuenta. Por otro lado, otro tema fundamental para los proyectos de telesalud, es la descripci\u00f3n del proyecto, as\u00ed como sus motivos y prop\u00f3sitos. De igual manera es necesario enlistar los instrumentos jur\u00eddicos que aplican al proyecto, tomando en cuenta la jerarqu\u00eda de orden jur\u00eddico en el pa\u00eds, por ejemplo, Leyes Federales, Leyes Estatales, Tratados Internacionales, Normas Oficiales mexicanas, Reglamentos, etc. Asimismo, la problem\u00e1tica, es decir las situaciones y necesidades que dan origen al proyecto deben ser abordadas de acuerdo a su trascendencia, magnitud y factibilidad. En relaci\u00f3n con los objetivos, justificaci\u00f3n, metas, estrategias de operaci\u00f3n y cronograma, la gu\u00eda cuenta con diversas actividades para su desarrollo.
