In April 2020, the Brazilian government authorized through Law No. 13,989\/20, the temporary and emergency use of telemedicine services and tools during the COVID-19 pandemic.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Telemedicine in Brazil is not fully regulated, which is why the Chamber of Deputies is working to achieve legislation to regulate telemedicine permanently. The objective of the deputies of the Joint Parliamentary Front for Telehealth is that the use of telemedicine tools continue after the health emergency, thanks to a law that authorizes their permanent use.<\/p>

However, in the state panorama, various states have complex telemedicine strategies that include remote patient care, medical care in rural and\/or remote areas. Or they have other Digital Health strategies, which use tools such as mobile applications or web platforms.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Despite the great progress of telemedicine not only at the state level but also at the municipal level, organizations such as the Federal Council of Medicine (CFM), which is the regulatory body for telehealth\/telemedicine in Brazil, fear that after the pandemic, there is a setback in this area.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Recently, the issue has reappeared in the Brazilian congress, in early December the Social Security and Family Commission of the Chamber of Deputies approved a bill, which was supported by the Constitution, Justice and Citizenship Commission.<\/p>

On the other hand, the significant growth of telemedicine in recent months has been to a greater extent due to the promotion of private companies, startups, hospitals and private networks, and their strategies for remote care and the use of technological tools in health. Organizations have found an opportunity for growth in telemedicine and their investment in them has increased.<\/p>

In this way, this type of strategy has achieved the support of thousands of doctors in Brazil. According to the Paulista Association of Medicine (APM), in a survey conducted in 2020, 90% of doctors agreed that the public health system could benefit from technologies to improve medical care and reduce waiting times.<\/p>

For example, in Cotia, a municipality in S\u00e3o Paulo, the waiting lines to receive medical care are no longer a problem after implementing a teleservice system. Through this strategy, the population can schedule appointments with specialists, access vaccination programs and more, through a mobile application. Until December 2021, the municipality of Cotia recorded more than 55 thousand attendances using this system.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

En abril de 2020 el gobierno de Brasil autoriz\u00f3 a trav\u00e9s de la Ley N \u00b0 13.989\/20, el uso temporal y de emergencia de servicios y herramientas de telemedicina durante la pandemia de COVID-19. La telemedicina en Brasil no se encuentra regulada del todo, por ello la C\u00e1mara de Diputados se encuentra trabajando para lograr la legislaci\u00f3n para regular la telemedicina de forma permanente. El objetivo de los diputados del frente parlamentario Mixto de Telesalud, es que el uso de herramientas de telemedicina se contin\u00fae utilizado despu\u00e9s de la emergencia sanitaria, gracias a una ley que autorice su uso permanente. Sin embargo, en el panorama estatal, diversos estados cuentan con complejas estrategias de telemedicina que incluyen el cuidado remoto de pacientes, la atenci\u00f3n m\u00e9dica en zonas rurales y\/o alejadas. O bien cuentan con otras estrategias de Salud Digital, que utilizan herramientas como aplicaciones m\u00f3viles o plataformas web. A pesar del gran avance de la telemedicina no solo a nivel estatal sino tambi\u00e9n a nivel municipal, organizaciones como el Consejo Federal de Medicina (CFM), que es el organismo regulatorio de la telesalud\/telemedicina en Brasil, temen que despu\u00e9s de la pandemia, haya un retroceso en este rubro. Recientemente, el tema ha vuelto a aparecer en el congreso brasile\u00f1o, a principios de diciembre la Comisi\u00f3n de Seguridad Social y Familia de la C\u00e1mara de Diputados aprob\u00f3 un proyecto de ley, que fue respaldado por la Comisi\u00f3n de Constituci\u00f3n, Justicia y Ciudadan\u00eda. Por otra parte, el importante crecimiento de la telemedicina en los \u00faltimos meses, ha sido en mayor medida por el impulso de las empresas privadas, startups, hospitales y redes privadas, y sus estrategias de atenci\u00f3n a distancia y uso de herramientas tecnol\u00f3gicas en salud. Las organizaciones han encontrado en la telemedicina una oportunidad de crecimiento y se ha incrementado su inversi\u00f3n en ellas. De esta forma, este tipo de estrategias, ha logrado contar con el respaldo de miles de m\u00e9dicos en Brasil. Seg\u00fan la Asociaci\u00f3n Paulista de Medicina (APM), en una encuesta realizada en 2020, el 90% de los m\u00e9dicos estuvieron de acuerdo en que el sistema sistema p\u00fablico de salud podr\u00eda beneficiarse de las tecnolog\u00edas para mejorar la atenci\u00f3n m\u00e9dica y reducir tiempos de espera. Por ejemplo, en Cotia, municipio de Sao Paulo, las filas de espera para recibir atenci\u00f3n m\u00e9dica, ya dejaron de ser un problema al implementar un sistema de teleservicio. Mediante esta estrategia la poblaci\u00f3n puede agendar citas con especialistas, acceder a programas de vacunaci\u00f3n y m\u00e1s, a trav\u00e9s de una aplicaci\u00f3n m\u00f3vil. Hasta diciembre de 2021 el municipio de Cotia contabiliz\u00f3 m\u00e1s de 55 mil asistencias utilizando este sistema.
