The GovTech Maturity Index was published by the World Bank, to publicize the state of the digital transformation of the public sector around the world.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The GovTech Maturity Index (GTMI) is part of the GovTech Initiative, which aims to introduce a measure of GovTech maturity in four areas of interest: core systems of government, service delivery, citizen engagement, and GovTech enablers. Among these areas, the World Bank carried out an evaluation of a total of 48 variables.<\/p>

In Latin America, countries such as Argentina, Brazil, Chile, Colombia, Mexico, Peru and Uruguay, obtained a GTMI rating very high<\/em> and are considered leaders in GovTech. Even the report presents specific information about the digital government programs of some of these countries.<\/p>

Argentina<\/strong><\/p>

The report highlights Argentina's digital agenda as it focuses on strengthening digital government enablers, basic government systems, and online services to support the digital transformation of the public sector. Even Argentina has an Undersecretariat for Open Government and Digital Country, which is currently the body in charge of digital policy.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Similarly, the report highlights some examples of digital policy in Argentina, such as MiArgentina, a mobile application that provides access to all online services and procedures available by the federal government. Health authorities recently included the COVID-19 vaccination digital passport<\/a> in this mobile app.<\/p>

Regarding Digital Health and government programs, Argentina announced in November last year the creation of IMPULSA, the new federal Digital Health program<\/a>, which considers the improvement of the health system in Argentina by betting on digital transformation and the use of new technologies in health.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Colombia<\/strong><\/p>

Colombia is another of the countries that the World Bank highlights in terms of GovTech, since it has various programs at the national level that promote digital government. In addition, Colombia has invested in more than 800 digital zones with free internet, as well as web portals with free access to public information. \u00a0<\/p>

\u201cA new digital government portal features links to a large number of websites giving access to GOV.CO (single portal), digital one-stop shops, the Digital Data Sandbox, free open source software, the Center for Public Innovation Digital Public Digital Innovation, and much more\u201d, explains the report on Gov.co, one of the main digital government strategies in Colombia and in the Latin American region.<\/p>

On the other hand, in terms of Digital Health, Colombia has had laws and regulations that regulate the provision of remote health services for just over ten years. And in October 2019, months before the pandemic, the government established new regulations for the development of telehealth in the country.<\/p>

In fact, since March 2020; after the first cases of COVID-19; until July 2021, the Ministry of Health and Protection (Minsalud), reported that they carried out more than 55 million teleconsultations<\/a>. El GovTech Maturity Index fue publicado por el Banco Mundial, para dar a conocer el estado de la transformaci\u00f3n digital del sector p\u00fablico en todo el mundo. El \u00cdndice de Madurez de GovTech (GTMI) es parte de la Iniciativa GovTech, que tiene como objetivo introducir una medida de madurez GovTech en cuatro \u00e1reas de inter\u00e9s: sistemas centrales de gobierno, prestaci\u00f3n de servicios, participaci\u00f3n ciudadana y habilitadores de GovTech. Entre estas \u00e1reas el Banco Mundial realiz\u00f3 una evaluaci\u00f3n de un total de 48 variables. En Latinoam\u00e9rica, pa\u00edses como Argentina, Brasil, Chile, Colombia, M\u00e9xico, Per\u00fa y Uruguay, obtuvieron una calificaci\u00f3n GTMI muy alta y son considerados l\u00edderes en GovTech. Incluso el informe presenta informaci\u00f3n espec\u00edfica sobre los programas digitales de gobierno de algunos de estos pa\u00edses. Argentina En informe destaca la agenda digital de Argentina ya que se centra en el fortalecimiento de los habilitadores del gobierno digital, sistemas gubernamentales b\u00e1sicos y servicios en l\u00ednea para apoyar la transformaci\u00f3n digital del sector p\u00fablico. Incluso Argentina cuenta con una Subsecretar\u00eda de Gobierno Abierto y Pa\u00eds Digital, que actualmente es el organismo encargado de la pol\u00edtica digital. De igual forma el informe destaca algunos ejemplos de politica diigtal en Argentina, como MiArgentina una aplicaci\u00f3n m\u00f3vil que brinda acceso a todos los servicios y tramites en l\u00ednea disonibles por el gobierno federal. Recientemente autoridades sanitarias incluyeron el pasaporte digital de vacunaci\u00f3n contra COVID-19 en esta app m\u00f3vil. En cuanto a Salud Digital y programas de gobierno, Argentina anunci\u00f3 en noviembre del a\u00f1o pasado la creaci\u00f3n de IMPULSA, el nuevo programa federal de Salud Digital, que, considera la mejora del sistema de salud en Argentina apostando por la transformaci\u00f3n digital y el uso de nuevas tecnolog\u00edas en salud. Colombia Colombia es otro de los pa\u00edses que destaca el Banco Mundial en cuanto a GovTech, ya que cuenta con diversos programas a nivel nacional que promueven el gobierno digital. Adem\u00e1s, Colombia ha invertido en m\u00e1s de 800 zonas digitales con internet gratuito, as\u00ed como en portales web de acceso libre a informaci\u00f3n p\u00fablica.   \u201cUn nuevo portal de gobierno digital presenta los enlaces a un gran n\u00famero de sitios web que dan acceso a GOV.CO (portal \u00fanico), ventanillas \u00fanicas digitales, el Espacio Digital Data Sandbox, software libre de c\u00f3digo abierto, el Centro de Innovaci\u00f3n P\u00fablica Digital Innovaci\u00f3n Digital P\u00fablica, y mucho m\u00e1s\u201d, explica el informe sobre Gov.co una de las principales estrategias de gobierno digital en Colombia y en la regi\u00f3n de Latinoam\u00e9rica. Por otra parte, en cuanto a Salud Digital, Colombia cuenta desde hace poco m\u00e1s de diez a\u00f1os con leyes y reglamentos que regulan la prestaci\u00f3n de servicios de salud a distancia.  Y en octubre de 2019, meses antes de la pandemia, el gobierno estableci\u00f3 nuevas reglamentaciones para el desarrollo de la telesalud en el pa\u00eds.
