Interoperability is key for health systems to expand access to information and promote communication and data exchange between organizations.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Interoperability is one of the most important terms in Digital Health today. The term refers to information exchange systems and the European Commission defined it as "the capacity of technology, information and communication (ICT) systems, and the processes they support, to exchange data and share information and knowledge \u201d.
The Inter-American Development Bank (IDB) highlights five key points to achieve interoperability:<\/p>

  1. First it's important establish an interoperability framework in health systems<\/strong>. Which must contain the policies, rules, regulations, standards and recommendations designed by professionals in the sector.<\/li>
  2. Promote the development of information systems and their integration<\/strong>. This means the need to implement solutions and tools that favor the implementation of an interoperable system.<\/li>
  3. empower the patient<\/strong> is one of the goals of interoperability. The patient must have control over their data and information, and also have the necessary tools to do so.<\/li>
  4. Solve legal and regulatory aspects<\/strong>. Interoperability must conform to existing standards and laws where applicable. This includes technologies such as medical records, digital signatures, among others.<\/li>
  5. Training of human resources.<\/strong> Professionals must know how to operate the system and know how to face the challenges of implementation and interoperable systems. In the same way, patients and users must know their usefulness and how they can be used.<\/li><\/ol>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

    "To guarantee the production and longevity of interoperable systems, it is necessary to select the standards to be adopted, as well as the conditions for their implementation," explains the IDB in the 2019 Interoperability for Beginners document.<\/p>

    Governments and organizations must be ready for the implementation of these systems. And its application must be connected with the specific objectives of health systems.<\/p>

    In Latin America there are several experiences of interoperability strategies:<\/p>

    In Argentina, one of the projects is the Argentine Framework for Interoperability in Health (MAS), which has a regional scope; in Uruguay, the Salud.uy Project has a national scope and its main objective is the implementation of electronic medical records; In Chile, the Interoperable Medical Account strategy is a national project at the public and private levels to connect information between service providers.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

    La interoperabilidad es clave para que los sistemas de salud ampl\u00eden el acceso a la informaci\u00f3n y promuevan la comunicaci\u00f3n e intercambio de datos entre organizaciones. La interoperabilidad es uno de los t\u00e9rminos m\u00e1s importantes en la actualidad de la Salud Digital. El termino hace referencia a los sistemas de intercambios de informaci\u00f3n y la Comisi\u00f3n Europea lo defini\u00f3 como \u201cla capacidad de los sistemas de tecnolog\u00eda, informaci\u00f3n y comunicaci\u00f3n (TIC), y de los procesos que estas soportan, de intercambiar datos y compartir informaci\u00f3n y conocimiento\u201d. El Banco Interamericano de Desarrollo (BID) destaca cinco puntos clave para lograr la interoperabilidad: Primero es importante establecer un marco de interoperabilidad en los sistemas de salud. El cual debe contener las pol\u00edticas, reglas, normas, est\u00e1ndares y recomendaciones dise\u00f1adas por profesionales en el sector. Fomentar el desarrollo de los sistemas de informaci\u00f3n y su integraci\u00f3n. Esto significa la necesidad de implementar soluciones y herramientas que favorezcan la implementaci\u00f3n de un sistema interoperable. Empoderar al paciente es uno de los objetivos de la interoperabilidad. El paciente debe tener control sobre sus datos y su informaci\u00f3n, y adem\u00e1s contar con las herramientas necesarias para hacerlo. Resolver aspectos legales y regulatorios. La interoperabilidad debe ajustarse a las normas y leyes existentes en donde se aplique. Esto incluye tecnolog\u00edas como la historia cl\u00ednica, la firma digital entre otros. Capacitaci\u00f3n de recursos humanos. Los profesionales deben saber operar el sistema y saber afrontar los desaf\u00edos de la implementaci\u00f3n y sistemas interoperables. De igual forma los pacientes y usuarios deben conocer su utilidad y c\u00f3mo se pueden aprovechar. “Para garantizar la puesta en producci\u00f3n y la longevidad de los sistemas interoperables, es necesario seleccionar los est\u00e1ndares que se adoptar\u00e1n, as\u00ed como las condiciones para su implementaci\u00f3n”, explica el BID en el documento Interoperabilidad para principiantes del 2019. Los gobiernos y las organizaciones deben estar listas para la implementaci\u00f3n de estos sistemas. Y su aplicaci\u00f3n debe estar conectada con los objetivos espec\u00edficos de los sistemas de salud. En Latinoam\u00e9rica existen varias experiencias de estrategias de interoperabilidad: El Argentina uno de los proyectos es el Marco Argentino de Interoperabilidad en Salud (MAS), que cuenta con un alcance regional; en Uruguay el Proyecto Salud.uy tiene un alcance nacional y su principal objetivo es la implementaci\u00f3n de la historia cl\u00ednica electr\u00f3nica; en Chile la estrategia Cuenta m\u00e9dica interoperable es un proyecto nacional a nivel p\u00fablico y privado para conectar informaci\u00f3n entre prestadores de servicios.
