During the Latin American Summit HIMSS 21<\/a>, representatives of government agencies in Latin America, explained the importance that mobile applications and the use of devices have had during the COVID-19 pandemic.<\/p>

In the Panel "Maintaining support for clinical decision-making and the adoption of telehealth beyond COVID-19", strategies were presented that have allowed a boost in the adoption of health technologies in the short term.<\/p>

Fernando Benegas, secretary of Innovation and Digital Transformation of the Government of the City of Buenos Aires, explained that, in the Argentine capital, the WhatsApp instant messaging application was used as part of its health strategy in the face of the pandemic.<\/p>

The government of the federal capital opted for the use of this application due to its low maintenance cost, its reach in the population and its low mobile data costs. Through WhatsApp, the government of the City of Buenos Aires established communication with citizens, for various purposes, such as scheduling appointments for COVID tests, to consult information, among others. "We grew from 4.5 million conversations during 2020 to more than 13.8 million so far in 2021," Benegas explained.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Another success story happened in Uruguay, which, since the beginning of the first confined cases of COVID-19, the government of Uruguay adopted a digital strategy<\/a>guided by a group of experts. Two areas were formed to manage the pandemic, and several additional subgroups, one of them called Mobility and Apps, in which the initial objective was to monitor the mobility of the population through applications on smartphones.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Through the group, the Coronavirus UY mobile application was created, which has been constantly updated, initially it was an application to consult information on the current status of infections in the country, and also had a self-assessment test and symptom monitoring . Subsequently, the contact traceability option was added to detect possible cases of COVID-19. And it is currently used to notify citizens about their COVID-19 vaccination appointments.<\/p>

Additionally, the Uruguayan government has used chatbots on its official sites, as well as on WhatsApp and Messenger.<\/p>

In Costa Rica, the Costa Rican Social Security Fund (CCSS), has the EDUS mobile application, the most downloaded in the country in the Health category. Through this application it is possible to access the United Digital Health File (EDUS), which gives the application its name, in addition to other options such as consulting information on medical appointments, vaccines, medical prescriptions, medical diagnoses, among others.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Pa\u00edses en Latinoam\u00e9rica han creado estrategias en respuesta a la pandemia alrededor del uso de dispositivos y aplicaciones m\u00f3viles. Durante el Summit Latinoamericano HIMSS 21, representantes de agencias de gobierno de Latinoam\u00e9rica, explicaron la importancia que las aplicaciones m\u00f3viles y el uso de dispositivos han tenido durante la pandemia de COVID-19. En el Panel \u201cMantener el apoyo a la toma de decisiones cl\u00ednicas y la adopci\u00f3n de la telesalud m\u00e1s all\u00e1 de COVID-19\u201d, se presentaron estrategias que han permitido dar un impulso a la adopci\u00f3n de las tecnolog\u00edas en salud a corto plazo. Fernando Benegas, secretario de Innovaci\u00f3n y Transformaci\u00f3n Digital del Gobierno de la Ciudad de Buenos Aires, explic\u00f3 que, en la capital argentina, se utiliz\u00f3 la aplicaci\u00f3n de mensajer\u00eda instant\u00e1nea WhatsApp como parte de su estrategia sanitaria ante la pandemia. El gobierno de la capital federal, opt\u00f3 por el uso de esta aplicaci\u00f3n debido a su bajo costo de mantenimiento, el alcance que tiene en la poblaci\u00f3n y su poco gasto de datos m\u00f3viles. A trav\u00e9s de WhatsApp el gobierno de la Ciudad de Buenos Aires, estableci\u00f3 comunicaci\u00f3n con los ciudadanos, con diversos prop\u00f3sitos, como agendar citas para pruebas COVID, para consultar informaci\u00f3n, entre otros. \u201cCrecimos de 4,5 millones de conversaciones durante el 2020 a m\u00e1s de 13,8 millones en lo que va del 2021\u201d, explic\u00f3 Benegas. Otro caso de \u00e9xito sucedi\u00f3 en Uruguay, que, desde el comienzo de los primeros casos confinados de COVID-19, el gobierno de Uruguay adopt\u00f3 una estrategia digital, guiada por un grupo de expertos. Se formaron dos \u00e1reas para el manejo de la pandemia, y varios sub grupos adicionales, uno de ellos denominado Movilidad y Apps, en el cual tuvo como objetivo inicial monitorear la movilidad de la poblaci\u00f3n a trav\u00e9s de aplicaciones en tel\u00e9fonos inteligentes. A trav\u00e9s del grupo se cre\u00f3 la aplicaci\u00f3n m\u00f3vil Coronavirus UY, que ha sido actualizada constantemente, inicialmente se trataba de una aplicaci\u00f3n para consultar informaci\u00f3n sobre el estado actual de los contagios en el pa\u00eds, y adem\u00e1s contaba con un test de autoevaluaci\u00f3n y monitoreo de s\u00edntomas. Posteriormente le fue a\u00f1adida la opci\u00f3n de trazabilidad de contactos para detectar posibles casos de COVID-19. Y actualmente se utiliza para notificar a los ciudadanos sobre sus citas de vacunaci\u00f3n contra COVID-19. Adem\u00e1s, el gobierno uruguayo ha utilizado chatbots en sus sitios oficiales, as\u00ed como en WhatsApp y Messenger. En Costa Rica la Caja Costarricense de Seguro Social (CCSS), cuenta con la aplicaci\u00f3n m\u00f3vil EDUS, la m\u00e1s descargada en el pa\u00eds en la categor\u00eda de Salud. A trav\u00e9s de esta aplicaci\u00f3n es posible acceder al Expediente Digital Unido en Salud (EDUS), que le da nombre a la aplicaci\u00f3n, adem\u00e1s de otras opciones como la consulta de informaci\u00f3n sobre citas m\u00e9dicas, vacunas, prescripciones m\u00e9dicas, diagn\u00f3sticos m\u00e9dicos, entre otras.
