Doctors from some localities in Uruguay began several years ago to use video calls and telephone calls to carry out remote consultations or to request advice from specialists.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Dr. Norberto Borba began in 2014 to carry out interventions such as support consultations in different locations in the department of Cerro Largo in Uruguay, which would be the first telemedicine actions in that region.<\/p>

Almost simultaneously, the Uruguayan Society of Telemedicine and Telehealth (SUTMTS) emerged, with whom it established direct communication. Similarly, the State Health Services Administration (ASSE) contacted Dr. Borba to obtain more information about his telemedicine methods and the adaptation of patients to these modalities.<\/p>

Six years later, after the arrival of the COVID-19 pandemic in 2020, the useful methods implemented by Dr. Borba were critical in dealing with the health emergency. The Uruguayan Medical Union (SMU) asked health service providers to establish teleassistance and telephone assistance centers to avoid COVID-19 infections and the measures were quickly adopted in March of the same year, the same month in which the first contagion was registered in Uruguay.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

By April 2020, Law No. 19,869 was approved, which managed to establish guidelines for the implementation and application of telemedicine in the country, an important step for health and digital services in Uruguay.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

\u201cIt should be said that it is the tool to be able to access emergency medicine, the second consultation, the specialist consultation. Always understanding that it will not replace face-to-face care,\u201d Gabriel Antoniol, president of SUTMTS, told the Semanario Busca.<\/p>

Brigitte Bauml, telemedicine coordinator of the Assistance Center of the Uruguayan Medical Union, explained to the same outlet that the telemedicine consultations allowed the doctor to meet the patient in their usual environment, accompanied by their family, in situations of stress or other situations that They cannot be perceived in the clinics. In addition, he recognized that telemedicine is not a substitute for face-to-face care: "it does not replace face-to-face consultation, but rather it is a complementary consultation," he concluded.<\/p>

Various hospitals in Uruguay began to navigate the telemedicine environment, in order to continue offering care during the pandemic. Some hospitals, such as the British Hospital, began to attend consultations by telephone. M\u00e9dicos de algunas localidades en Uruguay comenzaron desde hace varios a\u00f1os a utilizar videollamadas y llamadas telef\u00f3nicas para realizar consultas a distancia o para solicitar asesor\u00eda de especialistas. El Dr. Norberto Borba, comenz\u00f3 en 2014 a realizar intervenciones como consultas de apoyo en diferentes localidades del departamento de Cerro Largo en Uruguay, lo que ser\u00edan las primeras acciones de telemedicina en dicha regi\u00f3n. Casi simult\u00e1neamente surgi\u00f3 la Sociedad Uruguaya de Telemedicina y Telesalud (SUTMTS), con quien estableci\u00f3 comunicaci\u00f3n directa. De igual forma la Administraci\u00f3n de los Servicios de Salud del Estado (ASSE), contact\u00f3 al Dr. Borba, para obtener m\u00e1s informaci\u00f3n sobre sus m\u00e9todos de telemedicina y la adaptaci\u00f3n de los pacientes a estas modalidades. Seis a\u00f1os despu\u00e9s, tras la llegada de la pandemia de COVID-19 en 2020, los \u00fatiles m\u00e9todos implementados por el Dr. Borba resultaron cr\u00edticos para afrontar la emergencia sanitaria. El Sindicato M\u00e9dico del Uruguay (SMU), solicit\u00f3 a los prestadores de servicios de salud que establecieran centros de teleasistencia y asistencia telef\u00f3nica para evitar contagios de COVID-19 y las medidas fueron adoptadas r\u00e1pidamente en marzo del mismo a\u00f1o, el mismo mes en el que se registr\u00f3 el primer contagio en Uruguay. Para abril de 2020, fue aprobada la Ley N.\u00ba 19.869, que logr\u00f3 establecer lineamientos para la implementaci\u00f3n y la aplicaci\u00f3n de la telemedicina en el pa\u00eds, un paso importante para los servicios de salud y digitales en Uruguay. \u201cSe deber\u00eda decir que es la herramienta para poder acceder a la medicina de urgencia, a la segunda consulta, a la consulta de especialistas. Siempre entendiendo que no va a sustituir a la atenci\u00f3n presencial\u201d, dijo al Semanario B\u00fasqueda, Gabriel Antoniol, presidente de la SUTMTS. Brigitte Bauml, coordinadora de telemedicina del Centro de Asistencia del Sindicato M\u00e9dico del Uruguay, explic\u00f3 al mismo medio que las consultas por telemedicina lograron que el m\u00e9dico conociera al paciente en su entorno habitual, acompa\u00f1ado de su familia, en situaciones de estr\u00e9s u otras situaciones que no se pueden percibir en los consultorios. Adem\u00e1s, reconoci\u00f3 que la telemedicina no representa un sustituto de la atenci\u00f3n presencial: “no sustituye la consulta presencial, sino que es una consulta complementaria”, concluy\u00f3. Diversos hospitales en Uruguay, comenzaron a navegar por el entorno de la telemedicina, con el fin de continuar ofreciendo atenci\u00f3n durante la pandemia. Algunos hospitales como el Brit\u00e1nico, comenzaron a atender consultas a trav\u00e9s de tel\u00e9fono. Asimismo, la emergencia sanitaria aceler\u00f3 los procesos de implementaci\u00f3n de estrategias de telemedicina que estaban planeadas desde antes de la pandemia.
