Legislative Bill 313, which establishes the guidelines for the development of telehealth in Panama, was proposed in the legislative assembly in October last year and has been approved in early February 2021. <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

At the beginning of October last year, Bill 313 was proposed in Panama's National Assembly to promote the development of telehealth in the country. The objective of the bill is to establish the guidelines for this remote care modality and to provide support to the Ministry of Health and the Social Security Fund (CSS), to reduce hospital overcrowding, especially during health emergencies.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Telehealth is the provision of medical care at a distance, intervening in the promotion of health, prevention, diagnosis, treatment and rehabilitation of diseases, carried out by health professionals through information and communication technologies.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Congressman Raul Fernandez also seeks the creation of an Integral Digital Health System, following the path of digitalization of health services in Panama.<\/p>

Bill 313 covers not only public hospitals, but also any private entity that seeks to implement telehealth services and that complies with the criteria and guidelines previously established.<\/p>

However, the approval of this law is not the first telehealth project in Panama, since the first in this area was promoted in 1999, when the Center for Medical Documentation and Information (CDIM) was created at the University of Panama. By the year 2000, after meetings with professionals from the Arizona Telemedicine Program<\/em> , the National Telemedicine Project was created, which was implemented in 2005 at the national level, in different aspects such as Rural Telemedicine, Teleradiology Programs and Telemedicine in penitentiary centers.<\/p>

Faced with the pandemic, health authorities and legislative bodies sought a solution to the high demand for health services and the saturation of hospitals and medical centers. The CSS provides its services to 84% of the population, so the implementation of services such as teleconsultation throughout the country would solve and provide less urgent medical care to a large number of patients.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

El proyecto de Ley 313 que establece los lineamientos para el desarrollo de la telesalud en Panam\u00e1, fue propuesta en la asamblea legislativa en octubre del a\u00f1o pasado y ha sido aprobada a inicios de febrero de 2021. A inicios de octubre del a\u00f1o pasado fue propuesto en la Asamblea de la Naci\u00f3n de Panam\u00e1 el Proyecto de Ley 313, para promover el desarrollo de la telesalud en el pa\u00eds.  El objetivo del proyecto es establecer los lineamientos en esta modalidad de atenci\u00f3n a distancia y brindar apoyo al Ministerio de Salud y la Caja del Seguro Social (CSS), al descongestionamiento de hospitales, especialmente durante la emergencia sanitaria. La telesalud, es la provisi\u00f3n de atenci\u00f3n m\u00e9dica a distancia, que intervenga en la promoci\u00f3n de la salud, en la prevenci\u00f3n, diagn\u00f3stico, tratamiento y rehabilitaci\u00f3n de enfermedades, realizada por profesionales de la salud a trav\u00e9s de Tecnolog\u00edas de la informaci\u00f3n y comunicaci\u00f3n. El diputado Ra\u00fal Fern\u00e1ndez busca, adem\u00e1s, la creaci\u00f3n de un Sistema Integral de Salud Digital, siguiendo el camino de la digitalizaci\u00f3n de los servicios de salud en Panam\u00e1. El Proyecto de Ley 313, contempla no solo a los hospitales p\u00fablicos, sino tambi\u00e9n a cualquier entidad privada que busque la implementaci\u00f3n de servicios de telesalud y que cumpla con los criterios y lineamientos establecidos previamente. Sin embargo, la aprobaci\u00f3n de esta ley no es el primer proyecto de Telesalud en Panam\u00e1, pues el primero en este rubro se impuls\u00f3 en el a\u00f1o 1999, cuando fue creado el Centro de Documentaci\u00f3n e Informaci\u00f3n M\u00e9dica (CDIM), en la Universidad de Panam\u00e1. Para el a\u00f1o 2000 tras reuniones con profesionales de Arizona Telemedicine Program, surgi\u00f3 el Proyecto Nacional de Telemedicina, que fue implementado en 2005 a nivel nacional, en diferentes vertientes como Telemedicina Rural, Programas de Teleradiolog\u00eda y Telemedicina en centros penitenciarios. Ante la pandemia, las autoridades de salud y \u00f3rganos legislativos, buscaron una soluci\u00f3n ante la alta demanda de servicios de salud y la saturaci\u00f3n de hospitales y centros m\u00e9dicos. La CSS presta sus servicios al 84% de la poblaci\u00f3n, por lo que la implementaci\u00f3n de servicios como teleconsulta en todo el pa\u00eds lograr\u00eda resolver y brindar atenci\u00f3n m\u00e9dica de menor urgencia a una gran cantidad de pacientes.
