The Minsa approved the new Telehealth Framework Law that will allow the advancement of technologies for healthcare. In addition, 45 new health facilities were added to the National Telehealth Network. <\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Peru's Ministry of Health (Minsa), has approved Law N\u00ba30421, The Telehealth Framework Law, as well as the Legislative Decree N\u00ba 1490, with the purpose of pursuing the project of expanding Digital Health services throughout the country.<\/p>

\"Telehealth Framework Law, aims to establish the general guidelines for the implementation and development of Telehealth as a strategy for the provision of health services, in order to improve its efficiency and quality and increase its coverage through the use of information and communication technologies in the National Health System,\" states Supreme Decree No. 005-2021-SA.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Article 9 of the Framework Law on Telehealth has established that the institutions providing health services (IPRESS) must progressively incorporate Telehealth services and also guarantee their sustainability. Likewise, the aforementioned Legislative Decree should strengthen the scope of Telehealth at a national level.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In addition, the IPRESSs incorporated into the National Telehealth Network (RNT) must implement telemedicine services within a period of no more than six months from January 25, 2020. Currently, there are 2,441 healthcare institutions registered as part of the RNT, following the addition of 45 new facilities belonging to six different regions, including the Central Military Hospital \"coronel Luis Arias Schreiber\" in the city of Lima. \"The RNT connects first-level establishments, which function as \"consulting centers,\" with hospitals and institutes of greater complexity located in the capital,\" explains the official newspaper El Peruano.\u00a0<\/p>

The new law, in addition to reinforcing the use of teleconsultation and telemedicine for primary health care, also supports the use of electronic medical prescriptions, as long as they comply with current standards. The prescriptions will be prescribed by an authorized health professional in a computer program through a computer or tablet, and must include the digital signature of the professional to be valid.<\/p>

Another important aspect of the approval of this Law and the support of the Minsa is the training that healthcare professionals will receive to incorporate activities and services related to Telehealth. The Regional Health Directorate (Diresa), Regional Health Management (Geresa) and the Integrated Health Network Directorate (Diris) will incorporate telehealth training to strengthen the skills of health personnel. The three main axes are telemedicine, delegation, tele-information - tele-education - telecommunication and finally tele-training, activities that are also an essential part of the RNT.<\/p>

On the other hand, the electronic prescription will be incorporated into the already existing telehealth services. \"The physical or electronic prescription is incorporated into the Teleconsultation, Teleinterconsultation and Telemonitoring services and the Electronic Health Record, as a technological tool that allows communication through ICTs,\" the document explains.<\/p>

The Minsa is now obliged to prepare the regulatory documents of the Telehealth Law in the next three months, starting on January 25, and must also draft the National and Sectorial Telehealth Policy within 180 days.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

El Minsa aprob\u00f3 la nueva ley Marco de Telesalud que permitir\u00e1 el avance de las tecnolog\u00edas en la atenci\u00f3n m\u00e9dica. Adem\u00e1s, se sumaron a la Red Nacional de Telesalud 45 nuevos establecimientos de salud. El Ministerio de Salud de Per\u00fa (Minsa), ha aprobado la Ley N\u00ba30421, La Ley Marco de Telesalud, as\u00ed como el Decreto Legislativo N\u00ba 1490, con el prop\u00f3sito de perseguir el proyecto de ampliar los servicios de Salud Digital en todo el pa\u00eds. \u201cLey Marco de Telesalud, tiene el objetivo de establecer los lineamientos generales para la implementaci\u00f3n y desarrollo de la Telesalud como una estrategia de prestaci\u00f3n de servicios de salud, a fin de mejorar su eficiencia y calidad e incrementar su cobertura mediante el uso de tecnolog\u00edas de la informaci\u00f3n y de comunicaci\u00f3n en el Sistema Nacional de Salud\u201d, indica el Decreto Supremo N\u00ba 005-2021-SA. El art\u00edculo 9 de la Ley Marco de Telesalud, ha establecido que las instituciones prestadoras de servicios de salud (IPRESS), deben incorporar progresivamente servicios de Telesalud y adem\u00e1s garantizar su sostenibilidad. De igual forma el Decreto Legislativo mencionado anteriormente, debe fortalecer los alcances de la Telesalud a un alcance nacional. Adem\u00e1s, las IPRESS incorporadas a la Red Nacional de Telesalud (RNT), deben implementar los servicios de telemedicina en un plazo no mayor a seis meses desde el 25 de enero de 2020. Actualmente, existen 2 mil 441 instituciones de salud inscritas como parte de la RNT, tras la adici\u00f3n de 45 nuevos establecimientos pertenecientes a seis regiones diferentes, incluido el Hospital Militar Central \u201ccoronel Luis Arias Schreiber\u201d de la ciudad de Lima. \u201cLa RNT conecta a los establecimientos de primer nivel, que funcionan como \u201ccentros consultantes\u201d, con los hospitales e institutos de mayor complejidad ubicados en la capital\u201d, explica el diario oficial El Peruano.  La nueva ley adem\u00e1s de reforzar el uso de la teleconsulta y la telemedicina para la atenci\u00f3n primaria en salud, tambi\u00e9n respalda el uso de recetas m\u00e9dicas electr\u00f3nicas, siempre y cuando cumplan con las normales vigentes. Las recetas ser\u00e1n prescritas por un profesional de salud autorizada en un programa inform\u00e1tico a trav\u00e9s de una computadora o tablet, y debe incluir la firma digital del profesional para tener validez. Otro aspecto importante de la aprobaci\u00f3n de esta Ley y el respaldo del Minsa es la capacitaci\u00f3n que recibir\u00e1n los profesionales de la salud para incorporar actividades y servicios relacionadas a la Telesalud. La Direcci\u00f3n Regional de Salud (Diresa), Gerencia Regional de Salud (Geresa) y Direcci\u00f3n de Redes Integradas de Salud (Diris), incorporar\u00e1n capacitaci\u00f3n en telesalud para reforzar las aptitudes del personal sanitario. Los tres principales ejes son la telemedicina, la delegaci\u00f3n, la tele informaci\u00f3n- teleeducaci\u00f3n- telecomunicaci\u00f3n y finalmente la tele capacitaci\u00f3n, actividades que tambi\u00e9n forman parte esencial de la RNT. Por otra parte, la receta electr\u00f3nica se incorporar\u00e1 a los servicios ya existentes de telesalud. \u201cLa receta f\u00edsica o electr\u00f3nica se incorpora a los servicios de Teleconsulta, Teleinterconsulta y Telemonitoreo y a la Historia Cl\u00ednica Electr\u00f3nica, como herramienta tecnol\u00f3gica que permite comunicar mediante las TIC\u201d, explica el documento. Ahora el Minsa tiene la obligaci\u00f3n de elaborar los documentos normativos de la Ley de Telesalud en los pr\u00f3ximos tres meses, iniciando el 25 de enero, de igual forma deben redactar la Pol\u00edtica Nacional y Sectorial de Telesalud en un plazo de 180 d\u00edas.
