The National Center of Technological Excellence in Health (CENETEC), presented in October last year a guide, which aims to strengthen primary health care through telehealth projects nationwide.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The Ministry of Health (SSa) and CENETEC published in October the Guide for the planning and elaboration of Telehealth projects which aims to: \"define criteria and guidelines to carry out the planning of Telehealth projects in the federal entities and institutions that make up the health sector in Mexico in order to strengthen primary health care\".<\/p>

The document indicates that the incorporation of Telehealth Services will serve as a support in the medical care networks, and points out that it is necessary to provide support to health workers and patients located in remote and rural areas, \"so it should work with fewer technical requirements, simpler logistics and a better cost-benefit ratio\". In addition, the aim is not only to provide medical care to patients, but also to improve their wellbeing and prevent illnesses.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The guide is an instrument aimed at supporting state entities and health sector institutions in the development of telehealth projects, taking into account their planning, management, implementation and, in some cases, their evaluation.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

The guide includes a series of aspects that give rise to the document, such as the description of the name and scope of the institution presenting the project, as well as presenting the motives and purposes of the project. In addition, the guide indicates that it is necessary to list the main legal instruments applicable to the project according to the hierarchy of legal order in Mexico, for example, Federal Laws, Mexican Official Standards, State Laws, etc.<\/p>

Another important aspect of the guide is the detailed description of the project, which consists of three main sections: the operating model, the equipment necessary for the development of the program or project and the infrastructure required for the operation of the project, whether it is the medical unit or technological infrastructure such as communication towers or satellite antennas.<\/p>

Previously, the document requires professionals and medical centers that develop a telehealth project to include in their document a SWOT analysis to measure the feasibility of the project and its real usefulness according to the needs of the environment. It is important for professionals to be familiar with this guide in order to carry out projects that are scalable, or that are appropriate and useful in the context in which they are developed.<\/p>

El Centro Nacional de Excelencia Tecnol\u00f3gica en Salud (CENETEC), present\u00f3 en octubre del a\u00f1o pasado una gu\u00eda, la cual tiene como objetivo fortalecer la atenci\u00f3n primaria en salud a trav\u00e9s de proyectos de telesalud a nivel nacional. La Secretar\u00eda de Salud (SSa) y el CENETEC publicaron en octubre la Gu\u00eda para la planeaci\u00f3n y elaboraci\u00f3n de proyectos de Telesalud que tiene como objetivo: \u201cdefinir criterios y lineamientos para llevar a cabo la planeaci\u00f3n de proyectos de Telesalud en las entidades federativas e instituciones que conforman el sector salud en M\u00e9xico con el fin de fortalecer la atenci\u00f3n primaria a la salud\u201d. El documento indica que la incorporaci\u00f3n de Servicios de Telesalud servir\u00e1 como un apoyo en las redes de atenci\u00f3n m\u00e9dica, y apunta que es necesario brindar apoyo a los trabajadores de la salud y a los pacientes ubicados en zonas alejadas y rurales, “por lo que debe funcionar con menos requerimientos t\u00e9cnicos, una log\u00edstica m\u00e1s sencilla y una mejor relaci\u00f3n costo beneficio”. Buscando, adem\u00e1s, no solo la atenci\u00f3n m\u00e9dica del paciente, sino su bienestar y prevenci\u00f3n ante enfermedades. La gu\u00eda es un instrumento orientado al apoyo a las entidades estatales e instituciones del sector salud, para lograr el desarrollo de proyectos de telesalud, teniendo en cuenta su planeaci\u00f3n, gesti\u00f3n, implementaci\u00f3n y en algunos casos la evaluaci\u00f3n de los mismos. La gu\u00eda incluye una serie aspectos que dan origen al documento, como la descripci\u00f3n de la denominaci\u00f3n y del \u00e1mbito de competencia de la instituci\u00f3n que presenta el proyecto, as\u00ed como presentar los motivos y prop\u00f3sitos del proyecto. Adem\u00e1s, en la gu\u00eda indican que es necesario enlistar los instrumentos jur\u00eddicos principales aplicables al proyecto de acuerdo a la jerarqu\u00eda de orden jur\u00eddico en M\u00e9xico, por ejemplo, las Leyes Federales, Normas Oficiales Mexicanas, Leyes Estatales, etc. Otro de los aspectos importantes que marca la gu\u00eda es la descripci\u00f3n del proyecto de una forma detallada, la cual consiste en tres apartados principales: el modelo de operaci\u00f3n, el equipamiento necesario para el desarrollo del programa o proyecto y la infraestructura requerida para la operaci\u00f3n del proyecto, ya sea la unidad m\u00e9dica, o infraestructura tecnol\u00f3gica como torres de comunicaci\u00f3n o antenas satelitales. Previamente el documento exige a los profesionales y centro m\u00e9dicos que desarrollen un proyecto de telesalud, que incluyan en su documento un an\u00e1lisis FODA para medir la viabilidad del proyecto y su utilidad real de acorde a las necesidades del entorno.
