Mexico is on track to strengthen the legal and regulatory framework to enable the full implementation of Digital Health-based systems.
One of the most important precedents in Digital Health in Mexico happened in 2013, after the publication of the telecommunications reform. This reform led to the creation of the National Digital Strategy (EDN), which included among its objectives "Universal and Effective Health" that aimed to rely on technologies for the development and promotion of health in the country, as well as the formation of single records of users of the health system, such as electronic health records (EHR) and the implementation of telehealth and telemedicine systems.
The outbreak of COVID-19 and the pandemic led to the rise of telemedicine and telehealth around the world and Mexico was no exception. However, there are still many limitations to its application, such as the lack of connectivity, infrastructure and a concrete agenda on Digital Health.
In May 2020, in the context of the pandemic, the parliamentary group of the Green Ecologist Party (PVEM), in the Chamber of Deputies, proposed promoting remote medical care as an alternative in the face of the health emergency.
On the other hand, in the Senate, in October, Senator Alejandra Reynoso Sánchez presented a proposal to urge the Ministry of Health to present reports on the actions carried out by the National Center of Technological Excellence in Health (CENETEC). CENETEC is one of the main institutions in charge of promoting and disseminating telehealth at the Federal level through the Telehealth Observatory: https://cenetec-difusion.com/observatoriotelesalud/.
Also in October last year, the document " Digital health, the legal and regulatory framework in Mexico. Advances and challenges", written by Congressman Éctor Jaime Ramírez and Carlos Arias Guzmán. In this document they conclude the following about the implementation of digital health services: "Developing and strengthening the legal and regulatory framework for the operation of Digital Health components, will allow to take advantage of technologies in the development of strategies to promote the portability of health systems and services for the patient, that is, the possibility of receiving care where required and that clinical information is available for their care".
